- Pre-solicitation / Notice of Intent Synopsis Solicitation Number:������ HHS-NIH-OD-OLAO-SS-23-APR03������������� Solicitation Type:������������ Sole Source (Non-Competitive) Suggested Source:���������� Mosimtec, LLC Title:����������������������������������� Technical Consulting Services to Support Development of Simio Simulation Software Methods NAICS / Size Standard:��� 541512 Computer Systems Design Services INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A SHORT-TERM CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION. The National Institutes of Health (NIH) intends to negotiate and award an Indefinite Delivery/Indefinite Quantity (IDIQ) contract on a noncompetitive basis under the authority of FAR 6.302-1(1)(2)(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Under this award, the contractor will continue providing uninterrupted consultation services in support of simulation models developed in collaboration with Mosimtec using the Simio Simulation Software. BACKGROUND: The National Institutes of Health (NIH) has responsibility for conducting, supporting, and promoting biomedical research.� The Office of Research Services (ORS) is a central service center within the NIH.� ORS supports the NIH mission by planning, directing, and delivering scientific and regulatory activities, public safety and security, and variety of other program and employee services. The Office of Quality Management (OQM) is a part of ORS and provides assistance with program assessments and organizational improvements. The current contractor for this requirement is Mosimtec, LLC, a small business located at 297 Herndon Parkway, Herndon, VA 20170. In partnership with Simio, Mosimtec has been collaborating with the NIH to develop and support simulation models under contract number 75N98020D0009I. The current contract was awarded on October 29, 2020. PURPOSE: This action is for Mosimtec to continue providing expert Simio simulation consultation without disruption. CONTRACTOR�S TECHNICAL REQUIREMENTS: The current contractor shall demonstrate: Experience in providing technical advice and consultation to Federal government service providers in the use of Simio to perform simulation projects. Knowledge of Simio Simulation Software. Ability to provide technical, project-specific advice, consultation, and support in the most effective use of Simio to accomplish project objectives. SPECIFIC TASKS: Assist OQM with any or all components of a simulation study using Simio Simulation Software, as requested by the COR. As requested, assist the COR with evaluation of the suitability of Simio for the simulation study, development of a functional specification and associated project plan, development of the simulation model, model verification and validation, analysis and interpretation of model outputs, and development of sound recommendations based on the analysis. Meet with and/or communicate with OQM staff as requested by the COR to provide advice on NIH simulation efforts, discuss activities, and provide advice, suggestions, and recommendations on the execution of simulation projects. Develop and deliver training to NIH in general Simio simulation concepts, as requested by the COR. PERIOD OF PERFORMANCE: The anticipated period of performance for the initial task order is November 31, 2023 � October 30, 2024. ADDITIONAL INFORMATION: This synopsis is not a request for competitive proposals.� Interested firms responding to this notice must provide a capability statement demonstrating their experience, expertise, and available resources to perform the various tasks of this requirement without service disruption. Information submitted should be pertinent and specific to the technical requirements identified above. Include relevant background and project-specific experience, references to include contract numbers, dollar value, name of contact, and telephone number. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis.� All capability statements must be received electronically by 12:00 p.m. EST on April 18, 2023 and must reference synopsis number HHS-NIH-OD-OLAO-SS-23-APR03.� Responses shall be submitted electronically to the Primary and Secondary Point of Contact listed on this notice.
