INTRODUCTION The Naval Air Systems Command (NAVAIR), Program Executive Office Air, ASW, Assault, and Special Mission Programs (PEO (A)), Heavy Lift Helicopter Program Office (PMA-261) is seeking sources that can provide a Forward Looking Infrared (FLIR) system for incorporation into the CH-53K� Helicopter. Sources must have equipment, facilities, and expertise required to quickly and effectively provide non-recurring engineering, Engineering Change Proposal (ECP) implementation, engineering support, program support, testing, equipment, logistics, material, and hardware and software kits for FLIR systems and system components. NAVAIR is considering full and open competition based on the availability of sources. � DISCLAIMER THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY.� IT IS A MARKET RESEARCH TOOL BEING USED TO DETERMINE POTENTIAL AND ELIGIBLE BUSINESSES CAPABLE OF PROVIDING THE SUPPLIES/SERVICES DESCRIBED HEREIN PRIOR TO DETERMINING THE METHOD OF ACQUISITION AND ISSUANCE OF A REQUEST FOR PROPOSAL.� THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.� RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.� THE GOVERNMENT IS NOT COMMITTED NOR OBLIGATED TO PAY FOR THE INFORMATION PROVIDED, AND NO BASIS FOR CLAIMS AGAINIST THE GOVERNMENT SHALL ARISE AS A RESULT OF A RESPONSE TO THIS SOURCES SOUGHT.. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND The CH-53K Program�s mission is to generate and support a robust USMC heavy-lift capability, with the primary mission as vertical heavy lift, which will include improvements in lift and range capabilities, commonality, reliability, maintainability, interoperability, ship integration, survivability, and force protection.� The CH-53K helicopter will be a replacement for the CH-53E. The CH-53K is currently in Low Rate Initial Production, but was approved for Full Rate Production in Fall 2022. The current Program of Record (POR) for the CH-53K is 200 aircraft. Avionics upgrades to the CH-53K Helicopter are needed to ensure compliance with operational requirements. These upgrades and/or improvements to the aircraft system demand increased navigation and surveillance capabilities beyond the current legacy system.� The FLIR serves as an advanced mid-wavelength infrared turreted system on both fixed wing and rotary wing platforms.�� As such, it provides a vital operational capability to support the navigation and surveillance missions of the CH-53K� Helicopter.� It can also provide improved visibility in Diminished Visual Environment (DVE) conditions. ELIGIBILITY The applicable North American Industry Classification System (NAICS) code for this requirement is 334511 with a Small Business Size Standard in number of employees 1,250. The Product Service Code for this requirement is 5841. REPAIR AND ENGINEERING SERVICES The Contractor shall describe engineering and technical services available to support product integration and engineering investigations. Describe long-term repair capability to include standard repair and return time frames, throughput, and product upgrade cycle. REQUIRING OFFICE PMA-261 Heavy Lift Helicopter Program is the acquisition program office conducting this market research. �This program includes information that has been designated as ""Distribution D"" and is only releasable to current and approved Department of Defense (DoD) Contractors. SUBMISSION INFORMATION It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single-spaced, 12-point font minimum) demonstrating ability to perform the services listed under the required capabilities.� In addition to the response to the required capabilities survey, this documentation must address the following:� 1.�� �Company Name; Company Address; Company Business Size, and Point-of-Contact (POC) name, phone number, fax number, and e-mail address. 2.�� �Company profile to include number of employees, annual revenue history, office location(s), DUNS number, and a statement regarding current small/large business status. 3.�� �Prior/current corporate experience performing efforts of similar size and scope within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government point of contact with current telephone number, and a brief description of how the referenced contract relates to the product/services described herein:� 4.�� �Management approach to executing this procurement considering the need to quickly provide a technical solution and produce units up to the Program of Record and associated spares. Please document high level aspects of the software solution and if there is a capability to modify software to interface with an existing airframe management system of software. 5.�� �Statement regarding capability to obtain the required industrial security clearances for personnel. 6.�� �Company's ability to begin performance upon contract award. 7.�� �What type of work has your company performed in the past in support of the same or similar requirement? 8.�� �Can or has your company managed a task of this nature? If so, please provide details. 9.�� �If you are a small business, provide an explanation of your company's ability to perform at least 51% of the tasking described in required capabilities.� 10.�� �Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, CAGE code, DUNS number, etc.� 11.�� �Respondents must also indicate whether they are a large business or qualify as a Small, Small Disadvantaged, Small Disadvantaged Veteran-Owned Small Business, Women-Owned, 8(a), Hub Zone or Service Disabled Veteran-Owned Small Business Concern. 12.�� � Please provide information regarding lead-time and current stock level. 13.�� �Include in your response your ability to meet the requirements for Safeguarding Covered Defense information. In order for NAVAIR to complete its review, NAVAIR must be able to share a respondent�s information both within the Government and with covered Government support contractors as defined in DFARS clause 252.227-7013 Rights in Technical Data�Noncommercial Items (FEB 2014).� Any responses marked in a manner that will not permit such review may be returned without being assessed or considered.� All submissions must include a statement that clearly allows for the information to be disclosed with covered Government support contractors. If the respondent is a foreign owned, controlled or influenced (FOCI) concern or if a US respondent has a team member or partner who is a foreign entity, adherence to all International Traffic in Arms Regulations (ITAR) regulations is required.
