- THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A REQUEST FOR INFORMATION ONLY. This Request for Information (RFI) is intended for information and planning purposes only at this time; and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs. Because this is a Request for Information announcement, no evaluation letters and/or results will be issued to the respondents. No solicitation exists. Therefore, do not request a copy of a solicitation. The Department of Veterans Affairs (VA), VISN 4, Network Contracting Office 4 (NCO 4), Philadelphia is seeking information and potential qualified sources capable of meeting the following minimum requirements and salient characteristics below for Advanced Osmo Pro Max Osmometer Analyzer STATEMENT OF WORK Advanced Osmo1 Background: Pathology & Laboratory Medicine Service (P&LMS) requires a new Brand Name Only Advanced Osmo pro max osmometer analyzers. The osmometer is used to measure osmolality which is a functional measurement of the total solute concentration of a liquid solution, and it is directly related to osmotic pressure. Osmotic pressure is of vital importance in biology as it relates to fluid balance, nutrient transfer, and waste removal processes in all cellular organisms. The current instruments are no longer supported by the company for parts or repairs. One instrument is not fully functional. No additional workspace will be needed for this equipment. Scope: Pathology & Laboratory Medicine Service to obtain a onetime task order to procure the needed equipment. Objectives: The equipment shall perform according to specifications. Tasks: To meet the needs of P&LMS, the equipment must meet the following salient characteristics: Produce fast accurate results. Freezing Point Technology. On-board printer for easy printout and archiving of test results. Instrument display provides multi-language operation and show test results, user prompts, error messages, self-diagnostics, and statistical analysis. Must have barcode scanner that provides positive sample identification and minimizes transcription errors. Do automatic calibration. Uses precision sample cups and a 20 µL sample size make it ideal for sample-limited applications. Must be able to analyze complex aqueous sample mixtures including blood, serum, plasma, urine, cell culture, drug formulations and many other non-biological sample types. Must have RS-232 connection provides LIMS-capable data output. Unit is mOsm/kg. Analytical Range: 0 to 2000 mOsm/kg. Provide instrument training for staff on-sight with documentation. Provide complete instrument installation and documentation. Provide all validation materials with this purchase and system validation support. Delivery: 10/31/2022 Government Furnished Property: N/A Security Requirements: There are no IT security requirements. Place of Performance: Philadelphia VA Laboratory Period of Performance: One time procurement of equipment.
