- THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations. USFWS IRTM Headquarters intends to award a firm fixed price sole source base plus four option year contract under the authority of FAR 6.302-1 only one responsible source to: Smith-Root, Inc. 16603 NE 50th Ave, Vancouver, WA 98686 The North American Industry Classification System (NAICS) code for this requirement is 334516, Analytical Laboratory Instrument Manufacturing. The object of this sole source award is to be able to utilize more robust self-desiccating filter packs that greatly reduce the risk of contamination required by the field SOP through the use of a Smith-Root eDNA Sampler. These samplers are currently in use by multiple FWCO's throughout R3, and Alpena FWCO who are collaborating on a metabarcoding Early Detection and Monitoring (EDM) project with the Whitney Genetics Lab (WGL, Region 3). Capable sources would either require more equipment to meet the program�s needs or additional testing significantly delaying the results of this mission critical project. The Alpena FWCO is purchasing two eDNA samplers to support this program. Smith-Root Inc. is the sole Smith-Root is the developer and sole producer of the eDNA Water Sampler Equipment, Sampler Poles, and Self-preserving eDNA filter products. Onboard GPS provides location, speed, and distance allows standardization of water volume per unit distance (ml/meter). Data logging in CSV files for all parameters, with unique event IDs for each sample that allows filtration data to be associated with eDNA filter samples as covariates. Improved data visualization during filtration to better understand the filtration process in real-time This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
