Description

The 502d Contracting Squadron (CONS), Joint Base San Antonio (JBSA) Lackland, TX intends to solicit and award a sole-source contract to PlaneEnglish LLC, 1281 Win Hentschel Blvd, Ste 1200, West Lafayette, IN 47906, under the authority of FAR 13.106-1(b)(1)(i), for PlaneEnglish ARSim (Aviation Radio Simulator) software license renewal. The Defense Language Institute (DLI) has used PlaneEnglish ARSim since July 2021 as part of its training toolset and provided access to its students as a supplemental training aid. During this period, on request from DLI, PlaneEnglish has developed additional training content and organized it to fit the training curricula used by their instructors. DLI finds great utility in continuing to utilize ARSim to evaluate student speech for pronunciation, word order, and sentence structure. DLI considers ARSim and the training capability that it provides an important part of its training and curriculum. They have formally integrated ARSim into their training curriculum and makes it a mandatory training device for their students. DLI has already prescribed weekly ARSim homework practice in their existing curriculum and are developing activities around it in future curriculum. PlaneEnglish LLC is the creator and sole distributor of ARSim. The NAICS code for this acquisition is 513210, with a size standard of $47M. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is NOT a request for competitive quotations. However, interested organizations may submit their capabilities and qualifications to provide the requirement in writing to victor.santana_feneque.2@us.af.mil no later than 04/19/2023 3:00 PM Central Time.
