- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation 1333MG-23-Q-00635 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2023-02.���������������������������������������������������������������������������������������������������������������� The National Oceanic Atmospheric Administration (NOAA), National Ocean Service (NOS) has a requirement for Preventative Maintenance and Inspections of Three Elevators at the NOAA Hollings Marine Laboratory, Charleston SC.� The Government intends to award a firm fixed price contract. �All services rendered shall be in accordance with the Statement of Work and Service Contract Act, Wage Determination No. 2015-4427 Rev 23, Date of Last Rev. 12/27/2022.� This requirement will be for a one-year base period, with four one-year option periods.� The base year period of performance will be August 15, 2023 � August 14, 2024. Site Visit� �� Offerors are strongly encouraged (but not required) to conduct a site visit to review all existing conditions affecting the requirements in this statement of work, and to familiarize themselves with site constraints, and conditions for purposes of formulating quotes. It is the Contractor�s responsibility to confirm existing conditions and evaluate requirements listed in the Statement of Work herein. The Contractor must confirm accuracy of any and all dimensions.� Failure to determine existing conditions will not be considered a basis for granting additional compensation.� Offerors wishing to schedule a site visit shall contact the Government Technical POC: Richard Sparkman Richard.sparkman@noaa.gov Ph: 808-295-3822 � 331 Ft Johnson Road Charleston, SC 29412 Quotes shall be FOB destination, The Government will award a firm fixed price contract based on a best value/trade-off. Quotes shall include all costs associated with each CLIN unless otherwise indicated on the vendor�s quote.� This RFQ is set aside for Small Business. The associated NAICS code is 238290, Other Building Equipment Contractor, with a size standard of $16.5M. Additionally, each offeror must provide the following information with the quote: The Request for Quote (RFQ) number; The Name, Address, Telephone Number, and DUNS Number of the Offeror; Include a statement specifying the extent of understanding and agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; Contact information of three (3) past performance references of prior elevator repair work which is of a similar nature and complexity. �The Contractor shall provide customer name, point of contact, address and verified telephone number and shall include a brief description of relevant work experience, when supplied to customer and applicable contract number. Acknowledgment of Solicitation Amendments (SF-30), if any,; All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 11:00 A.M. Eastern on April 19, 2023; any award resulting from this RFQ will be made based on best value to the Government.� Factors considered include technical approach and capability, past performance, and price. Quotes must be submitted electronically via e-mail to scott.beliveau@noaa.gov . Telephone inquiries will not be honored.
