Description
The C-17 PMO has a firm fixed-price requirement for: Test Set, Environmental Control System AI, Qty: 4 Ea, Option I: 3 Ea, Option II: 3 Ea, Option III: 3 Ea, NSN: 4920-01-611-3303BA, First Article/Production: 1 Ea/Production: 3 Ea, Test Plan: 1 LO, Test Report: 1 LO, IUID Marking Plan: 1 LO, P/N: 17G410645.� The C-17 Aircraft utilizes an Integrated Environmental Control System (IECS) to provide steady state heating, cooling, ventilation and cabin pressurization. As part of the IECS, pneumatic valves are used to regulate flow within the system. Three of the valves utilized within IECS are the high stage bleed air pressure regulator valve, PN: 3214936-2-1, pylon pressure regulator bleed air valve, PN: 3214936-2-1, and the fan air valve, PN: 3224866-1-1. Maintainers have had difficulty identifying the faulty component when trouble-shooting faults involving the High Stage Regulator valve (HSV), Pylon Pressure Regulator/Pilot (PPRPV), Fan Air Valve (FAV), and the associated pilot valve using existing Fault Isolation (FI) Procedures. A means is required at the organizational and depot levels of maintenance to improve first-time fault isolation and reduce NMC/MMH by isolating the valve pressure control and electrical circuits for troubleshooting. The means is required to be used as an alternate to the current fault isolation procedure. The means will require an external 115 vac/ 60hz electrical power source and an external 160 psi compressed air source. The Government expects release of the RFP o/a 19 April 2023. This will be a 100% Small Business Set-Aside. �
