THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP) OR INIVITATION FOR BID. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE AT THIS TIME. THE GOVERNMENT IS NOT OBLIGATED TO AND WILL NOT PAY FOR ANY INFORMATION RECEIVED FROM POTENTIAL SOURCES AS A RESULT OF THIS NOTICE. Naval Facilities Engineering Command Mid-Atlantic is specifically seeking 8(a) Small Businesses, HubZone Small Businesses, Service Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, Economically Disadvantaged Women Owned Small Businesses, or other Small Businesses with current relevant qualifications, experience, personnel, and capabilities to perform the proposed requirement.� The work includes, but is not limited to, furnishing all design effort, labor, transportation, supervision, material, equipment, and perform all operations in connection with converting existing group shower trees to new individual wall-mounted shower heads and private shower stalls with wall shower unit, partitions and curtains for privacy.� Conversion will occur at various RTC buildings at Naval Station Great Lakes.� This is a phased program.� Each project will consist of (2) ship compartment shower renovations per building in (2) separate buildings: FY 24 Ship 10, Bldg. 7115 � Compartment A-02 and B-02 (third deck) FY 24 Ship 02, Bldg. 7105 � Compartment A-02 and B-02 (third deck) FY 25 Ship 12, Bldg. 7114 � Compartment A-02 and B-02 (third deck) FY 25 Ship 11, Bldg. 7113 � Compartment A-02 and B-02 (third deck) FY 26 Ship 14, Bldg. 7111 � Compartment A-02 and B-02 (third deck) FY 26 Ship 09, Bldg. 7116 � Compartment A-02 and B-02 (third deck)� � � � FY 27 Ship 07, Bldg. 7117 � Compartment A-02 and B-02 (third deck) FY 27 Ship 17, Bldg. 7121 � Compartment A-1 (first deck) and A- 01 (second deck) A complete list of specifications will be included in the solicitation. The construction order of magnitude for each set of two (2) buildings is between $500,000 and $1,000,000.� Firms must be able to demonstrate bonding capacity for an aggregate amount of $4,000,000. The Government intends to award a Firm Fixed Price contract.� The Fiscal Year 24 buildings shall be the initial award, with each subsequent Fiscal Year being included in the contract as Option Items. �Each set of buildings shall have a period of performance of 180 calendar days from date of award (FY24 buildings) or Notice to Proceed (all other buildings).� The total term of the contract, including all options, will not exceed sixty (60) months. The North American Industry Classification System (NAICS) Code for this procurement is 236220 and the annual size standard is $45,000,000.00.� The solicitation will include FAR clause 52.219-14 Limitations on Subcontracting, which states, �The concern will perform at least 25 percent of the costs of the contract, not including the cost of material, with its own employees.� It is requested that interested small businesses respond to this sources sought announcement by using the form provided under separate files titled Sources Sought Contractor Information Form (form attached).� This form is required. Information not provided may prohibit your firm from consideration. All Small Business concerns are encouraged to respond.� The Government will not pay for any information solicited.� Respondents will not be notified of the results of this market analysis.� One of the main functions of this Sources Sought is to assist the Contracting Officer in determining whether a Small Business concern set-aside is an acceptable strategy for this procurement. Notifications of interest must be submitted via email on the included Sources Sought Questionnaire; phone calls will NOT be accepted.� Interested parties should respond as soon as possible but NO LATER THAN 1200 CDT. 05 May 2023.� Responses to this Sources Sought Notice shall be emailed to the following address: kenneth.d.seymour.civ@us.navy.mil.� Questions will NOT be entertained at this time.� Offerors can view and/or download the synopsis and solicitation, and any attachments, at https://www.sam.gov/ when it becomes available.
