- REQUEST FOR INFORMATION (RFI) for Positive Train Control Technical Documentation Review Support The Federal Railroad Administration (FRA) is releasing the attached draft Statement of Work (SOW) as part of a Request for Information (RFI) to solicit comments and improve the quality of the anticipated Request for Proposal for the Positive Train Control (PTC) Technical Documentation Review Support. FRA is contemplating a firm, fixed-price award. The FRA is interested in obtaining information from industry concerning their capabilities, experience, areas of expertise, knowledge in providing PTC Technical Documentation Reviews. This RFI is for market research purpose only and is not part of a selection process. This RFI is issued solely to obtain information and for planning purposes and does not constitute as a Request for Proposal (RFP). No order will be awarded as a result of this announcement, and no payment will be made by the government for information provided in response to this announcement and any follow-up requests. THe FRA requires the services of a Contractor to support an Independent Review (IR) of each Request for Amendment (RFA) to a Positive Train Control Safety Plan (PTCSP) to confirm the reasonablness of the safety analysis. The purpose of an independent, non- proponent entity conducting an IR is intended to provide confidence with minimal bias, that the project has reasonably assessed the safety and associated risks with modifying a certified PTC system. The contractor shall conduct independent technical reviews of FRA designated RFAs to PTCSPs and other safety-related documentation. The contractor shall provide written justified recommendations to FRA to (1) either approve or disapprove the reviewed document and (2) recommended operational or programmatic restrictions necessary to ensure public and train crew safety. In response to this RFI, the vendors are asked to provide the following information: Company Information (Name/Primary Point of Contact/Phone Number/E-mail Address/Business Size/Unique Entity Identifier/Statement if SAM.gov registration is active or in process) Answer RFI questions Early industry involvement through comments, questions, and recommendations, is sought for refining the draft SOW and contributing to program success. FRA will also respond to appropriate questions from potential vendors on technical or scientific issues associated with the testing of samples and cutoffs, including technology requirements. Interested vendors shall submit comments, questions, recommendations, and responses to�Taryn Bushrod�at�taryn.bushrod.ctr@dot.gov. All responses shall be received no later than Friday, April 14, at 4:00 pm EST. We will not read late submissions.
