- NASA JSC has a requirement for adding new specifications to the Hydrofluoroether (HFE) Solvent Distillation System contract, 80JSC022PA007.� An HFE solvent distillation and processing system has been previously procured to support Clean Room operations at Johnson Space Center from Progressive Recovery, Inc (PRI).� NASA/JSC intends to issue a sole source modification to contract 80JSC022PA007 with PRI to add new requirements that would allow the system to process both HFE and other solvents, under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. �Only one responsible source and no other supplies or services will satisfy agency requirements.� PRI has previously been awarded the HFE Distillation and Recovery System, 80JSC022PA007, based on their ability to provide a unique system that met all of NASA�s requirements to process and distill HFE.� The system met initial requirements to process and distill HFE and to contain all of the main components necessary to transfer and process the HFE fluid, including storage of both the used and clean materials.� Under the new requirements, PRI will provide a unique system that will be compatible with the current cleaning solvent in use at JSC, HFE, and also other solvents, such as Solstice PF and flammable solvent fluids.� Additionally, this system will operate in a fully automated manner when the system is in �auto� mode and no operator is required during normal operation. �The system will be composed of mainly of metallic material of 300 series stainless steel.� Additionally, the system will have an explosion proof construction.� Design consulting will be needed for coordination to develop final system details.� PRI will also be able to provide onsite start up and training. �The system will provide added cooling to the clean solvent holding tank, which will reduce solvent losses for clean room users. �PRI will be able to add an Underwriters Laboratories (UL) label to the control panel for the system which shows that the electrical products have been tested to applicable standards. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Amanda Graziosi, amanda.l.graziosi@nasa.gov, not later than 4:00 P.M Central Standard Time on April 12, 2023. �Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.� A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
