FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE SUBJECT: Direct replacement oxygen sensor. SOLICITATION NUMBER: NB643090-23-01101 RESPONSE DATE:� 4/20/2023 DESCRIPTION: The National Institute of Standards and Technology�s, SRM 640, consisting of a silicon powder, constituted the first NIST SRM for powder diffraction.� NIST is now proceeding with its 7th renewal; sales rates approach 300 units/year.� In order to beneficiate the powder with respect to powder diffraction measurements, NIST will anneal the silicon.� This requires an oxygen free environment; else the silicon will oxidize.� The first annealing apparatus was built in 1998, it utilized an AMETEK (now AEI Technologies) model S-3A/I oxygen sensor to monitor the argon gas effluent from the annealing furnace.� With the oxygen sensor set to read only the voltage from the zirconium-oxide cell, NIST could obtain a direct measure of any residual oxygen in the effluent gas.� NIST identified that when the S-3A/I device indicated undetectable levels of oxygen, the experiment was known to have been a success. Sole Source justification is based on the following: This existing Standard Reference Material for silicon powder sales has been ongoing since 2002 and has always been duplicated utilizing the same equipment.�� Any deviation from this process would require total retesting and recalibration of these reference materials at great cost to NIST and the taxpayer.� This testing process would be spread over a time span of approximately two years to reproduce the verification cited by the publishing (Cline, et.al, Acta Cryst. (2011). A67, 357�367). ��The oxygen sensor which has recently failed is an AEI Technologies S-3A/I oxygen sensor with an original connection setup which is only now produced for NIST and no longer commercially available.�� It has been confirmed in writing from the manufacturer (AEI), there are no domestic authorized resellers of this product, and their non-domestic sales partners are designated only for the areas they service.� NAICS code for this requirement will be 334516 � Analytical Laboratory Instrument Manufacturing with a small business size of 1000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 4/20/2023 will be considered by the Government.
