Description
NOTICE OF INTENT TO SOLE SOURCE. This is not a request for competitive proposals/quotes. The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), hereby announces its intent to issue a sole source order/contract to TSI Incorporated. The NAICS code for this acquisition is 334516, Analytical Laboratory Instrument Manufacturing, with a size standard of 1,000 employees. Project Objective-The NIOSH PMRD, Diesel Team is currently conducting original research on development and evaluation of control technologies and strategies used to reduce exposures of underground miners to submicron aerosols. The team requires scanning mobility particle sizer (TSI Model 3938L52) spectrometer with advanced aerosol neutralizer (TSI Model 3088) to characterize physical properties of aerosols in underground mining operations and assess the effects of various control technologies such as advanced low-emitting diesel engine, alternative fuels, filtration and pressurization systems for environmental enclosures and welding stations on those. The same instrument would be used to support new research initiatives related to substitution of diesel-powered with battery powered underground mining vehicles and use of other alternative sources of power. The new spectrometer will replace the existing spectrometers (TSI Model 3936) that were used extensively over past two decades at our laboratories. Since TSI stop supporting those instruments, the team needs the replacement instrument that would ensure laboratory quality and efficiency of operation by improving automation and workflow of laboratory processes. Scope of Work � The vendor will supply NIOSH PMRD one Scanning Mobility Particle Sizer Spectrometer (TSI Model 3938L52), one Advanced Aerosol Neutralizer (TSI Model 3088) and associated software and hardware (AIM). Technical Requirements � The vendor shall deliver the instrumentation listed below to the NIOSH PMRD, building 152 (Diesel Laboratory), 626 Cochrans Mill Road, Pittsburgh, PA 15236. 1. Scanning Mobility Particle Sizer (TSI Model 3938L52): a. Electrostatic classifier (TSI Model 3082), b. Differential mobility analyzer (TSI Model 3081A), c. High concentration condensation particle counter (TSI Model 3752), d. AIM Software e. Accessories 2. Advanced aerosol neutralizer - Soft X-ray (TSI Model 3088) 3. Packaging, handling, insurance, and freight. The minimum technical requirements for the instrument: 1. Particle concentration range: 1 to 107 particles/cm�, 2. Particle size range: 10-1000 nm, 3. Particle resolution: ? 128 channels, 4. Measurement time: < 60 s, 5. USB type B for external memory drives, 6. Software: TSI AIM v.10.1 or newer, 7. Working fluid for CPC: butanol. A determination by the Government not to compete this proposed action will be based on responses to this notice and is solely in the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All vendors must be registered in the System for Award Management (SAM) at www.sam.gov. This action is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit quotations. This is not a request for competitive quotations; however, the Government will review any/all product, capabilities, and pricing information submitted prior to the closure of this notice. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
