SOURCES SOUGHT NOTICE Tracking Number 832366440 The Defense Information Systems Agency (DISA) is seeking sources for Domain Name Service Hardening Engineering Support �� CONTRACTING OFFICE ADDRESS:� Defense Information Systems Agency DITCO-Scott PL8331 2300 East Drive Bldg 3600 Scott AFB IL 62225-5406 INTRODUCTION: This is a SOURCES SOUGHT NOTICE to determine the availability and technical capability of small businesses (including the following subsets: �Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses and Woman-Owned Small Businesses) to provide the required products and/or services. The DISA Perimeter Defense Division (ID5) is seeking information on potential sources to provide Engineering and Program Management Support to maintain and secure the Domain Name System (DNS) service to translate host names to numeric network addresses for all combatant commands, services, agencies, and field activities. �This support shall include specialized technical subject matter expertise in DNS, program management, functional testing, assessment and authorization, implementation, and deployment of DNS-related technologies. �The DNS Hardening team is committed to provide expertise in software development and network engineering for designing, testing, evaluating, and implementing commercial DNS server applications (software and/or hardware) with the existing and expanding Department of Defense (DoD) architecture.� The DNS Hardening team is also committed in providing recommendations for enhancing the infrastructure to combat and defend against evolving threats on the DoD Information Network. The anticipated Period of Performance. (Small Business) Method of previous acquisition: Small business set-aside Period of performance: �18 January 2019 � 17 January 2024 REQUIRED CAPABILITIES: The DNS Hardening team supports an extremely broad yet technically detailed focus area. �The mission is to support DoD enterprise DNS services (e.g., .mil Proxy and Enterprise Recursive Service (ERS)) using existing and emerging capabilities. �Occasionally, the DoD DNS team must evaluate hardware, software, operating systems, cloud products, and new technologies for use as DNS service infrastructure components. �Describe and provide an example of your company�s experience in configuring, testing, or using DNS software, Commercial Off the Shelf products, and cloud solutions in enterprise environments, stating specific products when possible. The DoD DNS team provides support through direct consultation with end users, system owners, system developers and help desk personnel for all issues concerning the use of DNS. The range of support is broad and could include basic support questions, such as �What DNS servers can I use?�, or more complex inquiries, such as a request to troubleshoot ongoing traffic patterns and determine the root cause of a problem. �Describe and provide an example of your company�s experience in supporting individuals and agencies to understand how to integrate DNS into their existing or emerging implementations, with a focus on techniques used to establish, expand, and maintain support operations (e.g., help desk, online technical guides, on-site visits). The DoD DNS team provides engineering advice for DNS implementations in a variety of environments with complex and evolving security and physical requirements.� Describe and provide an example of your company�s experience in designing, documenting, implementing, and deploying DNS services in complex, secure enterprise environments. The DoD DNS team develops custom tools, such as integrated hosting applications, to support evolving requirements to resolve mission partners� DNS needs.� In addition, the DNS team requires extensive experience in Berkeley Internet Name Domain development.� Describe and provide an example of your company�s experience developing software to interface with unique DNS implementations and solve DNS problems such as: DNS Security Extensions key management, Domain management, DNS Monitoring (with a focus on software DNS technologies), software programming languages, and experience with various developmental techniques. The DoD DNS team maintains the security accreditation of multiple systems under the DISA Risk Management Framework process.� This process requires knowledge of DISA Security Technical Information Guides, National Institute of Standard and Technology, (NIST) 800.53 documents, and other applicable regulations.�� Describe and provide an example of your company�s experience obtaining, maintaining, and renewing security accreditations for Governmental enterprise level solutions. Describe and provide an example of your company�s experience using DNS within DoD or other Federal agencies to advance the U.S. government's cybersecurity mission. SPECIAL REQUIREMENTS: Key contractor personnel must have a TS/Sensitive Compartmented Information clearance. Other personnel are required to hold at least an interim Secret up to TS.� All personnel shall be DoD 8570 compliant.� Must have Top Secret (TS) Facility Clearance.� Please include a statement of company�s current facility clearance level. SOURCES SOUGHT: � The North American Industry Classification System Code (NAICS) for this requirement is 541519 � Other Computer Related Services, with the corresponding size standard of $34M.� This Sources Sought Synopsis is requesting responses to the following criteria ONLY from small businesses that can provide the required services under the NAICS Code.� In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications.� Responses must demonstrate the company�s ability to perform in accordance with FAR clause 52.219-14, Limitations on Subcontracting. To assist DISA in determining the level of participation by small business in any subsequent procurement that may result from this Sources Sought Notice, provide information regarding any plans to use joint ventures (JVs) or partnering.� Please outline the company's areas of expertise and those of any proposed JV/partner who combined can meet the specific requirements contained in this notice. SUBMISSION DETAILS: Responses should include: Business name and address; Name of company representative and their business title; Small Business Socio-economic status (if small); CAGE Code; Prime contract vehicles; to include ENCORE III, SETI, NIH CIO-SP4, NASA SEWP V, General Service Administration (GSA): OASIS, ALLIANT II, VETS II, STARS III, MAS (including applicable SIN(s), groups or pools), or any other Government Agency contract vehicle that allows for decentralized ordering.� (This information is for market research only and businesses with a valid cage that lack prime contract vehicles are still encouraged to respond to this notice.)
