- This is a combined synopsis/solicitation for commercial web-based learning management solution that is capable of incorporating Lectora Online Learning Applications or equivalent prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-02. The associated North American Industrial Classification System (NAICS) code for this procurement is 513210, with a small business size standard of $47 million. The product or service code is DG10. The Government will award a firm-fixed price contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer, conforming to the synopsis/solicitation, will be most advantageous to the Government as determined by the solicitation evaluation criteria. The Navajo Area Indian Health Service, Division of Human Resource Training Department is seeking to purchase a web-based learning management solution that is capable of incorporating Lecotra Online Applications or equivalent. All interested companies must provide quotations for the following: Description of Services: See attached Statement of Work for more details. Award will be made to the offeror whose quotation offers the best value to the government, considering technical capability, past performance, and price. The government will evaluate information based on the following evaluation criteria: The following factors�shall�be used to evaluate�offers: 1. Technical Requirements: ability to meet all the technical requirements as stated in the attached statement of work. � 2. Logistics: ability to meet the logistics as stated in the in the scope of work. This includes but not limited to: Delivery of courses through online access by a secure internet connection with technical support offered by vendor Offer compliance and credentialing education and assessments to assign to learners individually or as a group. Ability to house individual profiles, secure data reports and learning information, Ability to generate transcripts for 4700+ learners. An LMS that will allow administrators to create interactive courses specific to various hospital departments. 3. Past Performance: interested vendors must submit information where services similar in scope had been provided to a Federal Government Agency related to healthcare directly. The information to be supplied shall be: Provide a list of three contracts; Provide two references The full text of FAR provisions or clauses may be accessed electronically at www.acquisition.gov. (a) The Government will award a contract resulting from this�solicitation�to the responsible�offeror�whose�offer�conforming to the�solicitation�will be most advantageous to the Government, price and other factors considered. The following solicitation provisions apply to this acquisition: FAR 52.212-1, �Instructions to Offerors�Commercial Products and Commercial Services� MAR 2023: is applicable to this requirement. FAR 52.212-2, �Evaluation � Commercial Products and Commercial Services� NOV 2021: is applicable, see attached document titled �Attachment A� FAR 52.212-3, �Offeror Representations and Certifications�Commercial Products and Commercial Services� DEC 2022: is applicable to this requirement. Technical and�past performance, when combined, are�approximately equal to cost or price. (b)�Options. The Government will evaluate�offers�for award purposes by adding the total price for all�options�to the total price for the basic requirement. The Government�may�determine that an�offer�is unacceptable if the�option�prices are significantly unbalanced. Evaluation of�options�shall�not obligate the Government to exercise the�option(s). (c)�A written notice of award or acceptance of an�offer, mailed or otherwise furnished to the successful�offeror�within the time for acceptance specified in the�offer,�shall�result in a binding contract without further action by either party. Before the�offer�s specified expiration time, the Government�may�accept an�offer�(or part of an�offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of provision) Offerors must complete annual representations and certifications online in the System for Award Management (SAM) in accordance with FAR 52.212-3. If paragraph (b)(2) of the provision is applicable, a written submission is required. The following contract clauses apply to this acquisition: FAR 52.212-4, �Contract Terms and Conditions�Commercial Products and Commercial Services� DEC 2022 FAR 52.212-5, �Contract Terms and Conditions Required to Implement Statutes or Executive Orders � Commercial Products and Commercial Services� MAR 2023 The following subparagraphs of FAR 52.212-5 are applicable: See attached document titled �Attachment B� All quoters must submit the following: 1. Specification of proposed product that meet the stated technical and logistical requirements stated herein and in the attached Statement of Work. 2. Quote with a breakdown of total cost. 3. List of three contracts and two references. All quotations must be sent to the following point of contact via email: 1. DeeAndra Salabye, Supervisory Contract Specialist at deeandra.salabye@ihs.gov. This is an open-market combined synopsis/solicitation for a web-based learning management system as defined herein.�The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: �The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.� Quoters must list exception(s) and rationale for the exception(s)>. Quotations that reject the terms and conditions of the solicitation may be excluded from consideration. Submission must be received not later than April 13, 2023, 5:00 P.M.
