- NOTICE OF INTENT TO AWARD AGAINST BLANKET ORDERING AGREEMENT (BOA). The Federal Aviation Administration (FAA) intends to place an order against a preexisting BOA for the purpose of modernization of the Boston Air Traffic Control Tower in Boston, MA. The preexisting BOA has pre-approved vendors who will bid on this opportunity. Purpose of the announcement: is to inform industry of the basis of the FAA�s decision to contract via the BOA.
