- The Commodity Futures Trading Commission (CFTC) intends to award a sole source purchase order to RELX Inc. (RELX) for subscriptions to the twenty following titles/contents of the specific Ebooks: Corbin on Contracts Ebook, Benders Fed Practice Forms Ebook, Fed Litigation Guide Ebook, Fed Antitrust Law Ebook, Collier on Bankruptcy Full Set Ebook, Administrative Law Ebook, Moores Fed Prac Full Set Ebook, Weinsteins Fed Evidence Ebook, A Guide to Judicial and Political Review of Federal Agencies, Burton�s Legal Thesaurus, Discovery Across the Globe: Obtaining Evidence Abroad to Support U.S. Proceedings, Federal Administrative Procedure Sourcebook, A Guide to Federal Agency Rulemaking, The Attorney-Client Privilege and Work-Product Doctrine, The Attorney-Client Privilege in Civil Litigation: Protecting and Defending Confidentiality, The Lawyer�s Essential Guide to Writing: Proven Tools and Techniques, Legal Writing by Design: A Guide to Great Briefs and Memos, Plain English for Lawyers 6th Ed, Understanding and Mastering the Bluebook, and Legal Writing: A Judge�s Perspective on the Science and Rhetoric of the Written Word. These titles are exclusive to RELX and are available in three formats:�print, through the RELX database, or in e-book form through the RELX Digital Library.�There are no known alternative sources where the CFTC can obtain the same or comparable information contained in the subject titles.� The period of performance of the purchase order will be for a one (1) year base period from September 7, 2023 through September 6, 2024 and four (4) potential one (1) year option periods.� This procurement action is being performed pursuant to FAR 13.106-1(b), Soliciting from a single source: (1) For purchases not exceeding the simplified acquisition threshold, (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The authority for permitting other than full and open competition is 41 U.S.C.3304(a)(1), as the services needed by CFTC are available from only one responsible source and no other type of services will satisfy the needs of the agency. This notice does not constitute a solicitation for offers and, as such, no solicitation is available. However, the Government will consider responses from all responsible sources received by the response date and time identified in this synopsis.� Written responses must include sufficient information to establish capability to fulfill the requirement.� Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source contract described in this notice, and such determination shall be made at the sole discretion of CFTC.
