- The Department of Veterans Affairs (VA), Veterans Health Administration, Network Contracting Office (NCO) 16, TX is requesting capability statements from contractors in Central Arkansas Area that provide community nursing home services at contractor s facilities. The VA intends to issue a request for quote (RFQ) for this requirement on or about May 2023. The solicitation will be available for download from https://www.sam.gov. Interested contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from that website, no hard copies will be made available. The RFP will provide full information to contractors about the proposal submission process. Prospective offerors are encouraged to register their interest in the RFP on the beta.sam website so that they are notified as applicable of the issuance of sources sought notices, presolicitation notices, solicitation, and amendment notices. In accordance with FAR 52.204-7, System for Award Management, prospective offeros must be registered in System for Award Management (SAM) and certified in the SBA Veteran Small Business Certification Program (VetCert) if applicable (VetCert certification is required for Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses) under the applicable NAICS. Contractors may obtain SAM information at https://www.sam.gov and VetCert information at Veteran Small Business Certification (sba.gov). To be eligible for a subsequent award, contractors must be registered in the System for Award Management database. Registration is free and potential offerors are encouraged to visit the SAM website as no contracts can be awarded to any offeror not registered in SAM. The government intends to use a best value comparative evaluation source selection method under Part 13 of the Federal Acquisition Regulation (FAR) and anticipates making a multiple award fixed price, indefinite delivery, indefinite quantity (IDIQ) contract for this requirement. Contract is expected to be a five (5) year IDIQ contract. The North American Industry Classification System (NAICS) Code is 623110 (Nursing Care Facilities) with a Small Business Size Standard of $30M. The Product Service Code is Q402. The procurement approach will be based on market research results; although, historically the procurement of these services have been previously solicited under full and open competition. As part of market research, all prospective offerors submitting capability statements shall be licensed by their respective States and Medicare/Medicaid qualified. Patient placement will be made in contract nursing home facilities based on availability of facilities and the desires of the veterans and their respective families.
