Description
THIS NOTICE IS FOR PLANNING PURPOSES ONLY. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR REIMBURSE ANY COSTS ASSOCIATED WITH THE PREPARATION OF RESPONSES TO THIS RFI. This RFI is issued solely for information and planning purposes and does not constitute a solicitation, an Invitation for Bids, a Request for Proposal (RFP), a Request for Quotation (RFQ), or an indication the Government will contract for the items contained in this announcement. All information received in response to this RFI marked Proprietary will be handled accordingly. Responses to the sources sought will not be returned. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. This is a SOURCES SOUGHT for the Richmond VA Medical Center located at 1201 Broad Rock Blvd, Richmond, VA 23249 VA 24153. Information collected during this Sources Sought may be used in a set-aside. If a solicitation is issued, the Government will do so in accordance with Federal Acquisition Circular (FAC) 2023-02, effective 03/16/2023. The North American Industry Classification System (NAICS) number is 561621. The NAICS size is $22.0 million. Any contractor that believes they are capable and desires to claim preference for small business status must be registered with the SBA at http://web.sba.gov/pro-net/ and meet the requirements of FAR 19.102. Any contractor that believes they are capable and desires to claim preference for veteran-owned small business status must be registered with the VIP at https://sba.va.gov/ as an SDVOSB or VOSB. A Contractor that proposes to provide a supply that is not manufactured by their organization (nonmanufacturer) shall meet the requirements of FAR 19.102(f). Contractors that deem themselves capable of meeting the requirement shall provide the below information to, Contract Specialist Audrey.wooten@va.gov no later than Monday, April 11, 2023, at 3 pm., EST, referencing 36C24623Q0628 Responses shall include (1) Business Name and Address, (2) DUNS and UEI, (3) GSA/FSS/NAC Contract Number, if applicable (4) Point of Contact Name, Phone Number, and E-mail Address (5) SAM # and NAICS code (6) Business Size SMALL or LARGE (7) Type of Business: service-disabled veteran-owned, veteran-owned small business, 8a, HUBZone, woman-owned, etc. (8) A concern that is not a manufacturer of the supply shall provide the manufacturers name and size standard. If the concern is the manufacturer and the sole distributor, please provide documentation to that effect. The contractor must be registered with https://www.sam.gov. To be considered SDVOSB/VOSB must be registered in SBA http://web.sba.gov/pro-net/ Supplies are to include only a Trade Agreements Act, Free Trade Agreement Act or other covered trades act and Buy America Act compliant items. Items that are not TAA/BAA compliant must be clearly identified by the Contractor should the contractor choose to offer a quote if an RFQ is published. FOB is Destination. Shipping must not exceed $250.00. Delivery is to Richmond, Virginia at the Richmond VA Medical Center 12011201 Broad Rock Blvd, Richmond, VA 23249 VA. To be considered equal the supplies/service being offered shall have the Statement Of Work : The Richmond VAMC has a request for a weapons detection system. The Weapons detection system is designed to notify the Police Service of any patron entering the building with weapons, even those that are concealed, to prevent them from entering the medical center. The system is designed to detect guns, knives, explosives, etc. The system needs to have the ability to send notifications to Police Dispatch as well as cell phones, police radios, etc. 2. SCOPE OF WORK: The Contractor shall be required to furnish all items, to include but not limited to, project management, labor, equipment, materials, travel, and any incidentals required to satisfy the requirements of this Performance Work Statement. The Contractor shall also be responsible for timely delivery, training, and site deployment to ensure the successful completion of the tasks as outlined below. 3. PERIOD OF PERFORMANCE: The period of performance will be for a base year of May 1, 2023, through April 30, 2024, and two option years periods. In the event the task order ends before April 30, 2026, the contract shall end on that date. 4. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES: a) The Contractor shall provide all necessary resources, labor, personnel, equipment, tools, materials, supervision, travel, on-site training and other items and services necessary to install a fully functioning Weapons Detection System, as needed by the Central Virginia VA Health Care System, Richmond, Virginia. The vendor will respond and be onsite, if necessary, ready to deliver services as required to perform necessary repair work. b) This is an early warning that system must be able to perform at the minimum, the following functions; 1. The system must be able to detect weapons, such as; firearms, knives, explosives, etc. 2. The system must be able to detect concealed weapons. 3. The system cannot cause a change to current security operations, processes, staffing or costs. 4. The system must be concealable from public view. 5. The system must be capable of sending notification to various devices, i.e. dispatch center, cell phones, police radios, etc. 6. The system must be able to discern between a weapon and a metal prosthetic. 7. The system must be capable of providing a picture of the suspect to the responding officers. 8. The system must be nonintrusive to patrons entering the medical center. 9. System must be capable of providing real-time notifications. c) Weapon Detection System is to be installed at ten (10) locations throughout the medical center, Building 500, located at 1201 Broad Rock Blvd, Richmond VA 23249. Installation Locations: Main Lobby entrances (2 doors) Rotunda (Yellow Clinic) entrance (1 door) Emergency Department entrance (1 door) Mental Health entrances (2 doors) Spinal Cord Injury entrance (1 door) CLC entrance (1 door) South Mall entrances (2 doors) 5. PURCHASED EQUIPMENT SPECIFICATIONS: The following items will be delivered to the CVHCS upon purchase.
