THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential sources which can provide the following in support of the VA Puget Sound Health Care System (VAPSHCS): VAPSHCS has a need for Aranz SilhouetteStar scanners to be purchased for a multi-site two arm randomized controlled trial of remote foot temperature monitoring devices (vs. usual care) in patients with a history of diabetic foot ulcer. Statement of Work Title. Purchase of SilhouetteStar (5MP) + SilhouetteConnnect GSA (Aranz Medical Wound Scanners) Background. Aranz SilhouetteStar scanners need to be purchased for a multi-site two arm randomized controlled trial of remote foot temperature monitoring devices (vs. usual care) in patients with a history of diabetic foot ulcer. The primary outcome for the study is incident ulceration and a secondary outcome is ulcer severity. To accurately measure ulcers, we have proposed to use the SilhouetteStar scanners. The Silhouette scanner has high intra- and inter-operator reliability for area, volume, and depth of the ulcer. Briefly, the scanner is held at a distance from the wound that allows an emitted configuration of laser lights to converge, ensuring correct focal length and calibration of measurement. Staff will be trained in use of the device and software, which staff use to trace around the borders of the wound. Image data are analyzed offline using the manufacturer's software. The software can calculate wound area, volume, and depth. The photographs will be uploaded and stored in secure VA electronic network files and reviewed and adjudicated by podiatrists who are blinded to the participant s study arm. Scope. SilhouetteStar is a non-contact scanner that connects via USB cable to a computer with SilhouetteConnect software to capture wound images and data for 3D wound measurements at the point of visit with study participant. Silhouette captures, measures, and manages wound data for research. The Manufacturer (Aranz Medical) will provide System configuration and training at each of the three study sites. Aranz Medical will provide 3 days of Project Management on SilhouetteCentral VistA. This includes 1 day of set up at each of the 3 sites. Aranz Medical will provide 8 hours of Project Manager Level 3. Aranz Medical will be facilitating remote training and remote clinical consultancy for the connection of Aranz Silhouette Connect applications in Richmond VA, Hines IL, and Seattle WA to VISN20 unused SilhouetteCentral server(s) which are part of an existing system within the VA. The Vendor Project Manager will be tasked to keep the project on track and moving with minimal involvement and reporting. The SilhouetteStar scanners will be connected to an existing National SilhouetteCentral system within the VA in order to make the data, images and measurements most accessible to all those involved in the project. For this project, connecting SilhouetteStar scanners to SilhouetteCentral is the most cost effective and efficient platform for the project. A new unit will be configured in SilhouetteCentral to ensure the data collected on the study subjects remains separate from the other patients in the system. Performance Monitoring. Dr. Littman will provide oversight of the work. Place of Performance. SilhoutteStar scanners will be used at the three study sites (Richmond VA, Hines IL, Seattle WA). The manufacturer, Aranz Medical, will provide virtual training. Period of Performance. The SilhouetteStar scanners will be used during the 4-year research project. Training will be provided at the start of the project. Support will continue until 9/30/2023. Security Requirements. The Vendor will not require access to any VA data, including patient sensitive data. Images taken by the scanner will be saved onto a VA server. The C&A requirements do not apply, and the Security Accreditation Package is not required. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). No Other Pertinent Information or Special Considerations. a. Identification of Possible Follow-on Work. No additional follow-on work is expected. b. Identification of Potential Conflicts of Interest (COI). No conflicts of interest to report. c. Inspection and Acceptance Criteria. The Project Principal Investigator (Dr. Littman) and the Station POC will be responsible for certifying that work done under the contract is performed to time and standard. Risk Control. There are no additional safety, patient issues, infection control and other areas required to be addressed in our functional area.
