Description

Special Notice � Draft Solicitation for Comments: W912DQ23R7000-SN The U.S. Army Corps of Engineers (USACE) Kansas City District intends to issue an Integrated Design and Construction Contract (IDaC) consisting of pre-construction services with construction options for the John Cochran VA Hospital in St. Louis, Missouri. The government is competing and plans on awarding an Integrated Design and Construction Contract (IDaC).� IDaC is a design-bid-build delivery method where the program can take advantage of early construction contractor input through preconstruction services during the design phase in a traditional Firm-Fixed-Price (FFP) environment.� Under the IDaC model, the Government awards separate contracts to a Designer of Record (Architect Engineer) and to a construction contractor (IDaC contractor) prior to the completion of the design documents.� The design is completed with the awarded IDaC construction contractor providing continuous preconstruction services while collaborating with the A-E designer and Government (USACE, VA) team in real-time. The IDaC contractor is not responsible for any design services. The responsibility of the design remains wholly with the Designer of Record. The North American Industry Classification System (NAICS) Code is 236220, (Commercial and Institutional Building Construction). The estimated magnitude of this project is over $500,000,000.00. The estimated performance period for completion of construction is 1825 calendar days from Notice to Proceed (NTP). Instructions: The U.S. Army Corps of Engineers (USACE) Kansas City District is issuing this as a DRAFT Request For Proposals and requesting comments from industry.� The DRAFT solicitation documents can be downloaded from the Projnet site via a Plan Room Key. Please email Jay Denker at Jay.B.Denker@usace.army.mil and Stephanie.R.Kretzer@usace.army.mil with your firm�s UEI/DUNS or CAGE Code from the Government�s SAM (System for Award Management) website.� The Plan Room Key will be provided via a reply email to your firm.
