- Sources Sought Notice Identification Number: W912HZ23R0024 This is a Sources Sought Notice and is for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID.� NO SOLICITATION IS CURRENTLY AVAILABLE. The U.S. Army Corps of Engineers, Engineer Research and Development Center is conducting market research to identify sources (Small Businesses and Other-than-Small Businesses) that have the knowledge, skills and capability to perform the work concerning the potential project described below. The responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions for this project. Responses are to be sent via email to william.t.rawe@usace.army.mil and chl-ct-quotes@usace.army.mil no later than 2:00 p.m. CST, 21 April 2023.� Questions or concerns surrounding small business matters can be sent to kimberly.l.dulaney@usace.army.mil.� Please include the Sources Sought Notice Identification Number in the Subject line of the email submission. Project Description (Estimated quantities): � Scheduled on-site Technical Support: Work shall begin within 14-calendar days of contract award; Contractor shall provide biweekly on-site technical support of the CERL Utility Monitoring and Control System (UMCS)/Building Control System (BCS) at CERL which consists of at least one 8-hour day reoccurring every 2-weeks.� Government will provide all computer equipment necessary to access system/modify components and perform the tasks outlined in this scope.� Contractor shall provide a schedule of regular recurring on-site support within 14-calendar days of contract award and request in writing from the Contracting Officers Representative (COR) any changes to the schedule at least 2-weeks in advance.� At the request of the Government and when at least 3-weeks advanced notice is given, Contractor shall coordinate with Government and modify schedule to adjust, combine, or otherwise redistribute scheduled site visits. a. Unscheduled on-site Technical Support: Contractor shall support reasonable response in unscheduled on-site technical support capacities that require approximately 80-hours of unscheduled on-site work per year. The Contractor must be able to respond to unscheduled site visit requests by phone within 30-minutes and report on site within 60-minutes of notification. The unscheduled on-site technical support hourly rate shall include all travel and per diem expenses. Travel will not be reimbursed as a separate cost. b. For all post-award coordination on tasks and schedules, contractor shall submit emails to the COR. Notify the COR via email at least 1-calendar day in advance of any system shutdown required that may affect occupant lab operations or comfort prior to work performed. c. Task 1.� Utilize existing UMCS/BCS systems to troubleshoot, diagnose, and correct issues reported to Technician by the COR.� Contractor shall maintain an Issues and Resolutions Log recording all problems reported, identified, fixed, and/or requiring government action to resolve.� Issues & Resolutions Log shall include system, priority, issue, resolution (recommended or completed), date, and Point of Contact (POC).� Where issues are identified as warranty items, contractor shall initiate warranty request and/or update the Issues & Resolutions Log within 24-hours.� Where issues are identified as recommended work orders, Contractor shall update the Issues & Resolutions Log with repairs, services, and/or parts recommended. d. Task 2.� Check graphics pages for display or navigation errors and perform regular and recurring UMCS/BCS maintenance and administrative tasks typical for Government/Campus automation systems that include but are not limited to: Check for network connectivity to control devices and troubleshoot any corrections or improvements as necessary. Check for signs of sensor, actuator, metering or other control device failure and notify the COR within 1-calendar day via updated Issues & Resolutions Log which will be provided by the Government. Perform UMCS system, front-end database, and programming file backups at regular intervals (at least quarterly) and always before and after respective changes are performed.� Backups shall reside on a contractor provided computer system separate from the front-end location and be made available to Public Works staff on request basis. Investigate for opportunities to optimize existing systems through changes to sequence of operation or setpoints.� High-priority recommendations would include schedule trims, economizer controls improvements, setpoint reset strategies, demand-based enables, and optimized start/stop, equipment standby/lockouts, and zone temperature setpoint standardization, and CO2-based errors or opportunities.� Record optimization findings, changes, and results on updated Issues & Resolutions Log. Investigate for opportunities to retrofit or otherwise repair existing systems to improve energy performance or indoor environmental quality.� Record recommendations for retrofit or repair projects on updated Issues & Resolutions Log. Cleanup the front-end through better standardization of point names, organization of trend logs, clearer file structures, etc. Perform functional testing to identify devices or points of unknown location or status. Verify proper on/off/standby scheduling of equipment through schedule checks and status trending. Update annual holiday exemptions schedules (use observed holiday schedules located at: https://www.opm.gov/policy-data-oversight/snow-dismissal-procedures/federal-holidays/). Provide quarterly metering device summaries to Public Works staff. Assist in coordination of UMCS/BCS issues with IT department through technical explanation of network problems or requirements. Perform up to 4-hours per month of spot training of UMCS/BCS systems as requested. Other typical UMCS/BCS Controls Technician or Operator tasks as necessary. Provide a single POC for Unscheduled on-site Technical Support site visits.� Some on-site technical support may be combined with other scheduled site visits as needed.� Based on historical operation of automation system at ERDC-CERL, emergency site visits for UMCS/BCS issues are expected to occur approximately once per month and total approximately 80-hours per year. Provide additional off-site phone support. Based on historical operation of automation system at ERDC-CERL phone support is expected to be required 1-hour in every 2-week period. � Service Location: Engineering Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL), 2902 Newmark Drive, Champaign, IL 61822. Project Description: 1-Year base period with (4) 1-year option periods. Submission Details: All interested, capable, qualified (under NAICS code 561210) and responsive contractors are encouraged to reply to this market survey request. Interested PRIME CONTRACTORS ONLY should submit a narrative demonstrating their experience in work of similar nature as described above. Narratives shall be no longer than 10 pages.
