- Attached is solicitation 693JJ323R000013 for Legal Advisory Services for the Build America Bureau.� See the attached solicitation and attachments for details. This solicitation includes one solicitation document and four attachments. Questions on this requirement must be submitted no later than 2pm Eastern Daylight Time on April 24, 2023.� Questions must be submitted to Carolyn.Lethert@dot.gov; Megan.Mavis@dot.gov; and HFCA-31SRI.dot.gov.� Questions must be submitted using the attached Question Submission Spreadsheet. Questions should note the solicitation section and page number, as applicable, for each question. Proposals will be due on May 9, 2023, at 2pm Eastern Daylight Time. This requirement is being solicited through full and open competition. The Government anticipates, but does not guarantee, awarding three to six IDIQ contracts. The Government anticipates, but does not guarantee, to make an award by September 15, 2023. The objective of this IDIQ contract is to provide legal advisory services in the surface transportation infrastructure finance area to support the activities of the Bureau related to credit assistance requests, portfolio management matters (e.g., large amendments, restructurings), and other Bureau matters (e.g., template revisions, training of Bureau staff).� The Contractor must provide legal advisory professional support services, as needed, in a variety of transportation infrastructure finance topics to support the Bureau�s activities. Potential activities include, but are not limited to, legal research, due diligence, negotiating and documenting individual credit transactions, and the issuance of legal opinions on matters affecting the Credit Programs, and general legal advice (ad hoc basis). This work may pertain to a specific project transaction, portfolio management actions (including bankruptcy, restructuring and reorganization) or non-project matters (e.g., template revisions, training of Bureau staff).
