Trusler patricia.trusler@va.gov 913.946.1198 DESCRIPTION Purpose: The purpose of this Notice is to announce that Network Contracting Office (NCO) 15, Leavenworth KS intends to solicit proposals from contractors to provide services as part of its Health Care for Homeless Veterans (HCHV) Low Demand Safe Haven (LDSH) program for Contracted Emergency Residential Services. Services will be for the Department of Veterans Affairs Kansas City VA Medical Center (Kansas City VAMC). Objective/Milestone: The goal of the HCHV LDSH program is to end homelessness amongst Kansas City VAMC Veteran population by enhancing current homeless service capacity. The intent of this contract is to engage a community provider to offer homeless Veterans services through the Contracted Emergency Residential Services program, enhanced by the services as defined in the Statement of Work. Services will be provided 24/7 to homeless Veterans. Recent national trends in service provision for the homeless outside of the VA system include the utilization of Safe Havens as an alternative to shelter care or as a placement after unsuccessful discharge from an inpatient or residential treatment program due to relapse-related issues. A Safe Haven is a form of supportive housing that serves hard-to-reach homeless persons with severe mental illnesses and/or substance use disorders. It is a low demand model of service delivery that allows clients to engage in treatment and services at their own pace. This contract is expected to house and serve homeless male and female Veterans in need of placement in a safe environment with onsite supportive services. The rapid stabilization of the Veterans in other appropriate transitional or permanent housing within 60 days, with no more than 180 days, without a planned reason for the extension, is an expected outcome of this Contract. The VA anticipates issuing a solicitation for this requirement on or about May 01, 2023, with a closing date for proposals on or about June 01, 2023. The solicitation will be available for download from SAM.gov | Contract Opportunities. Interested contractors will be responsible for downloading copies of solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide full information to contractors about the proposal submission process. Prospective offerors are encouraged to register their interest in the solicitation on the SAM website so that they are notified of the issuance of the solicitation and any amendments. The Solicitation will be published under the NAICS Code 623220 with a small business size standard of $19M. Based on the Contracting Officers completed Market Research report IAW FAR Part 10, the procurement will be solicited as unrestrictive, full and open competition to meet the Governments needs for HCHV LDSH CERS services to house up to 20 Veterans per day for the Kansas City surrounding area.
