- THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The United Stated Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis, IAW FAR 13.5, with Verogen Inc 19300 Germantown Rd, Germantown MD 20874, USA, as the only responsible source that can provide MiSeq FGx system.� This acquisition is being conducted under FAR Part 12 Acquisition of Commercial Items. Provisions and clauses in effect through Federal Acquisition Circular 2023-01 are incorporated. The Armed Forces Medical Examiner System (AFMES) intends to procure a firm-fixed-price contract for delivery, installation and maintenance of one Verogen Inc a subsidiary of Qiagen. MiSeq FGx Sequencing Systems and associated all-inclusive Universal Analysis Software and Server, and extended warranty and server services.� The contractor shall provide the MiSeq FGx Sequencing Systems using the following minimum characteristics with regards to instruments, software, and extended warranties that are requested. MiSeq FGx Sequencing System next generation sequencing (NGS) based platform employing terminator dye, chip-based, LED technology/methodology that links library preparation, sequencing, data analysis and reporting into a single, integrated, workflow ability for low input (degraded) DNA with proven performance ? 100pg and optimal input of ~1ng of DNA Locus Multiplexing ability: simultaneously interrogate ~200 loci, including a combination of autosomal, X- and Y-STR�s; eliminating need for multiple STR kits ability to run identity SNP panels and software capable of searching the GedMatch database to assist with investigative genetic genealogy. mtDNA sequence capability for direct to consumer kits that have been developmentally validated for use on the MiSeq FGx� that can perform whole genome sequencing of reference samples and highly degraded samples. Sample Multiplexing capability must be between 8-96 samples accurate Low-Level Mixture detection; detecting minor contributions at� < 5% major Coverage must be ? 14 million reads pre run ability of Short Amplicon Detection� ? 65bp Maximum read length: 2 x 300 bp, depending on assay Output (2 x 150 bp run): ? 5 Gb Reads passing filters: 12.5 million Q30 score (at read length of 2 x 150 bp): ? 80% Total overall accuracy: ? 99.66% Total overall reproducibility: ? 99.7% Ready-to-use kits must be available for DNA library preparation for sequencing Ready-to-use sequencing kits must be available containing all reagents/consumables for use with sequencing-ready DNA libraries Must have complementary forensically validated software, allowing for automatic detection of mixed DNA samples, generation of population statistics, and sample comparison; as well as estimation of biogeographical ancestry markers Must ensure no carryover of assayed sample between runs; i.e. no cross-contamination Must have ability to export reports and results via Excel Instrument Control Computer (Internal) must be equivalent to:Windows 10 Enterprise LTSC 2019 embedded Version: 1809, RAM: 2 X 8 GB DDR3 for 16GB total, Processor: Intel Core i7-2710QE 2.10 GHz CPU; HD: 1TB Must have overall dimensions no greater than 27�Wx20.6�Dx22.2�H Voltage: 100 to 120 V Light emitting diode 530nm and 660nm All-Inclusive Universal Analysis Software and CPU specifically designed for use in Forensic Genomics applications in conjunction with the MiSeq FGx� Forensic Genomics System Analysis software will support all currently support Verogen ForenSeq library prep workflows. Shall guide the sequencing workflow, from run set-up and sample data entry to the final stages of data analysis and report generation Shall initiate the final stages of analysis, including demultiplexing, sequence alignment, allele calling, genotyping, and reporting specifically designed for use with the new forensically validated NGS kits from Verogen allow for the analysis of autosomal, X- and Y-STRs, plus panels of identity-informative SNPs (iiSNPs), ancestry-informative SNPs (aiSNPs), and phenotypic-informative SNPs CPU requirements must be equivalent to:Windows 10 Pro version 10.0.19041, 2TB Hard Drive usable SSD, RAID Controller, Intel � 6 th /7 th Generation Core � i3/i5/i7, Pentium � and Celeron � Skylake Kaby Lake� processors (FCLGA1151 Socket), 4 Core(s), 8 Logical Processor(s), Intel SocketR server board, 32GB DDR3 RAM a full integrated mtDNA Analysis Module a fully integrated Kintelligence analysis module have ability to export reports and results via Excel allow for data entry fields to be automatically populated via importation of tab delimited .txt files allow for password protected user accounts These minimum characteristics were developed from existing MiSeq FGx systems that were previous sole source procurements for the Armed Forces Medical Examiner Systems � DoD DNA Operations section (AFMES-DNAops). The MiSeq FGx� Forensic Genomics System is a fully-validated next generation sequencing (NGS) system used at AFMES-DNAops to meet mission needs. The intended procurement will be classified under North American Industry Classification System (NAICS) 334516 with a Small Business Size Standard of 1000 employees. This notice of intent is not a request for competitive proposals and no solicitation document will be posted for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
