Description
This notice services as DLA Aviation�s combined synopsis/solicitation as described in FAR 12.603, in accordance with FAR 5.201 and the approved J&A as well as Amendments 1 and 2, for addition of Diagnostics and Prognostics support services for United States Navy CFM56-7B24 engines operated on the C-40 aircraft. Addition to sole source Long Term Contract SPE4AX-17-D-9403 to CFM International Inc. (CFM), Contractor and Government Entity (CAGE) code 58828. This is a FAR part 12 effort being added to the current contract SPE4AX-17-D-9403. Diagnostics and Prognostics support services for the United States Navy (USN) are being solicited to be added to contract SPE4AX-17-D-9403, awarded to CFM International Inc. CAGE 58828. Actual requirements for the additional scope will be negotiated and added to the basic�contract. Individual requirements are certified as sole source to CFM and synopsized in accordance with FAR 5.201. DLA Aviation will issue a letter solicitation (RFP) to the sole source Original Equipment Manufacturer (OEM). If any non-OEM source is interested in any of the NSNs or services, please notify the Contracting Officer prior to the combined synopsis/solicitation closing date. A copy of the letter of interest should be forwarded to the Contracting Officer identified herein. The Government may alter the acquisition strategy if it is in the best interest of the Government. In order to receive an award, you must be registered in the System for Award Management (SAM). SAM registration is at https://www.sam.gov. The proposed contract action is to add diagnostics and prognostics support services and improvement for United States Navy CFM56-7B24 engines operated on the C-40 aircraft. It is anticipated that this requirement will be added as a separate line item to the current sole source CFM COI contract SPE4AX-17-D-9403. The engine data required to perform the necessary analytics / diagnostics services is CFM�s proprietary and confidential commercial intellectual data and cannot be shared or provided by the Government. Only sources with access to the CFM56-7B24 series of engines performance information will be considered as a qualified source. The scope of work includes: 1. Baseline Diagnostics, which includes alert monitoring, customer notification, report generation, automated processing and monitoring of engine performance, custom generated reports, and analysis on a mutually agreed upon basis. 2. Analytics Program Management, which includes, assigning an analytics program manager as a point of contact with respect to analytics/diagnostics/prognostics and acting as a liaison between all applicable parties. 3. Technical Support, which includes, providing technical support necessary to assist the USN in meeting USN obligations specified in this requirement and identifying a service integration team leader to provide additional program set-up for the analytics / diagnostics specified in this requirement for the USN fleet. 4. Data Review, which includes having the contractor review data and messages delivered by USN in accordance with the terms and conditions of the resulting requirement as applicable to the data needed to perform the analytics / diagnostics. 5. Operational Fleet Program Management, which includes, insights and recommendations to assist in reducing engine removals during deployment, optimizing time on wing and level loading the removals (scheduled) for shop effectiveness.
