- Pre-Solicitation Notice for Runway/Taxiway Construction Services in Israel for USACE Europe District W912GB23R0034 This solicitation is restricted to U.S. firms only in accordance with 41 U.S.C. 421, 48 C.F.R. Chapter 1, FAR 6.302-4, and DFARS Part 225. Contractors participating in this solicitation must be U.S. firms or joint ventures made up of only U.S. firms. This Pre-solicitation Notice provides the U.S. Army Corps of Engineers Europe District (USACE NAU) intent to award a target of three Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC) for the purpose of providing�taxiway/runway construction services in support of the Israeli Air Force (IAF) under the Foreign Military Sales (FMS) agreement with the United States Government. The majority of the work will be Foreign Military Sales (FMF) funded and all Off Shore Procurement (OSP) Restrictions apply. Reference shall be made in the solicitation and each subsequent task order awarded under the contract implementing the U.S. Government policies concerning OSP, including Federal Acquisition Regulation (FAR) Part 25 and Department of Defense FAR Supplement (DFARS) Part 225. The Contracts will be awarded only to U.S. Firms and paid only in U.S. Dollars ($) pursuant to 22 U.S.C. 2791(c). A waiver of OSP requirements will not be available and accordingly, at least 51% of the dollar value of each task order (exclusive of the cost of bulk materials, and other items that the FAR and DFARS exclude from Buy American considerations) must be of U.S. origin. In addition, notwithstanding the status of Israel as a designated or qualifying country under�the World Trade Order, Israeli content will be limited to bulk materials (such as sand, gravel, or other soil material, plant materials, stone, cement or cement products, concrete masonry units or fired brick and other materials exempted under the DFARS or listed in the OSP worksheet, materials described in the Direction on Israeli Content - Other Bulk Items and other items specifically authorized for purchase in Israel either in the contract specifications or by express written authorization of the Contracting Officer). Estimated cost range of this project is not-to-exceed USD $50,000,000.00 for the life of the contract, which will�consist of one, five-year ordering period. The Contract will end upon completion of the five-year ordering period or upon attainment of the US $50,000,000.00 capacity. The solicitation will result in a MATOC with a target of three awards to qualifying offerors. All awardees will be given a fair opportunity to compete on each task order unless an exemption applies as outlined in the contract (e.g. sole source). Task Orders will primarily address FMF projects for general taxiway/runway construction; The construction scope of work is for rehabilitation and establishment of runways and taxiways including, but not limited to, concrete pavements, site development, and site works including all required utilities and infrastructure in Israel. The potential acquisition includes: Rehabilitation includes Rehabilitation in concrete slabs, epoxy treatment, JFR (jet fuel resistance) in the connecting points, replacement of damaged slabs etc. Rehabilitation of asphalt in runways taxiways and roads. Bitumen Sealing Compound for Road Expansion Joints, etc. Removal of rubber in runways The finishing work shall also include painting, marking, etc. Drainage works and slope stabilization. Electrical works including, but not limit to supply and install of: High and medium voltage systems of runways and taxiways lighting, wind cone, different types of guidance signs and CCR's. Short detection in airport lighting circuit and its repair. Finding a disconnect in airport lighting circuit and repairing it. Milling and paving of asphalt in runways taxiways and roads. Removal of paint and Painting of marking on taxiway/runway Establishment of infrastructure includes Earthworks and drainage work. Subbase, base layer and shoulder work for new asphalt pavement Runways and taxiways lighting and more. Removal of existing asphalt pavement layers, concrete pavement and sub-base layers. Construction of new asphalt pavement over existing and newly constructed base layers. Foundation works for runway arresting systems (arresting net and cable) including concrete works and steel anchors. Runway lighting works. Runway and taxiway markings. Offerors must meet the intent of the FMF requirements which requires only U.S. firms and/or Joint Ventures made up of only U.S. firms in submitting proposals and receiving an award. Award Considerations. All procurements will be conducted in accordance with applicable laws/regulations, including but not limited to, the FAR, DFARS, AFARS, Security Assistance Management Manual (SAMM), UAI, Engineering Regulations, Design Criteria and Standards and Host Nation Technical Requirements and Laws. The minimum task order value is anticipated to be $50,000 and the maximum task order value is anticipated to be $10,000,000; however, task orders may be issued outside these limits in accordance with FAR Clause 52.216-19 Order Limitations and if determined by the Contracting Officer to be within scope of the project. ANTICIPATED SOLICITATION RELEASE DATE AND AWARD DATE: The solicitation is projected to be issued during the�May 2023 timeframe. The solicitation will be issued free of charge and available electronically. Paper copies of this solicitation, plans, and specifications will not be provided. It is the Offeror's sole responsibility to ensure they have obtained all solicitation documents and�subsequent amendments, if any. The Government intends to have proposals due (30 calendar days after solicitation�issuance date) and award the contracts in the Summer 2023 timeframe. Actual dates and times will be identified in the solicitation. Additional details can be found in the solicitation when it is issued. SAM NOTICE: All contractors are required to register and maintain an active SAM entity registration to be eligible for contract awards, as prescribed by the regulation at FAR Subpart 4.11.
