Description
This is a SOURCES SOUGHT SYNOPSIS. The purpose of this synopsis is to gain knowledge of potential sources for this project including interested Small Business vendors. This notice is for planning purposes only. All�interested parties should respond. The West Virginia Air National Guard, Charleston, WV has been tasked to solicit for and award the following project: The existing Energy Management & Control System (EMCS)/DDC system is an Invensys system on the base virtual local area network (VLAN) that remotely controls and monitors the HVAC systems at seventeen (17) facilities. The monitoring and control is currently inoperable and was from a personal computer (PC) workstation located at Building 136, Civil Engineering, and Building 141 Headquarters. The purpose of this requirement is to replace the existing DDC system with a complete turn-key Energy Management & Control System (EMCS) (also known as a Building Automation System (BAS)). The goal of the EMCS is to provide the facility manager with a seamless means to easily access and store the current and historical performance of each building as a whole, and its significant energy consuming systems and components individually. The contractor shall install a new BAS that is durable, reliable and economical and meets all requirements of the Department of Defense (DoD), Air Force (AF) and National Guard Bureau.�This project includes replacement of all existing Invensys controllers as well as integration of the existing energy meters (gas, electric and water). The work includes, but is not limited to:� 1.�The contractor shall provide an ECMS to incorporate a DDC System in the multiple building.� 2.�The EMCS/DDC shall be expandable and upgradable to future EMCS systems in other facilities on base. The design shall be expandable to include future control of building lighting and exterior lighting for energy management and control.� 3.�The EMCS shall include the sixteen (16) buildings that currently have an existing DDC and utility monitoring system. 4.�The EMCS shall include features that can remotely monitor base utilities at each individual building service entrances with meters and/or sub meters. Utilities to monitor shall include gas, water, and electricity. 5.�The EMCS shall interface with duct mounted smoke detectors and separate fire alarm panels (previously installed), for monitoring and relaying HVAC shut-down sequence in emergency conditions. The design shall integrate/monitor any current systems if they are part of the existing system. The Government will disable any foam/fire protection systems prior to interlocking smoke detectors to the new DDC system.� 6. The EMCS shall include interfacing with existing boilers and modular boilers in a staged sequence for efficient partial load matching. 7.�The EMCS shall include status and start/stop control of electric motor on pumps, fans, air conditioning units, & air handling units and other HVAC equipment already connected to existing EMCS system.The EMCS shall include AI/AO/DI/DO points list and a defined sequence of operation shall be established for each HVAC system in this SOW.The installation shall be a complete and seamless interface with existing system; e.g., must communicate completely with existing system and share all monitored information. The system shall be completely backwardly compatible with previous version of the same operating system, regardless of whether a DOS or a Windows platform is used.The EMCS shall include a web-based Graphical User Interface for technician�s ease of monitoring, troubleshooting, and adjusting perimeters.The EMCS and installation shall use any existing serviceable input/output wiring duct sensors, relays, dampers/damper actuators, valves/valve actuators. The control server operating system shall be based on the most current Windows server operating system. 8. The software shall include a function to produce several reports. The reporting functions shall include Energy Reporting to allow the base Energy Manager to perform analysis and reporting of energy use throughout each facility.
