Description
This is a PRE-SOLICITATION SOURCES SOUGHT NOTICE only. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS OR PRICING AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs. Responses to this notice will be treated only as information for the Government to consider as part of their market research efforts. The information provided will be used by the Government in developing its acquisition strategy regarding possible set aside for Veteran Owned and other socio-economic categories of small business. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this notice and parties responding will not be entitled to payment for direct or indirect costs incurred in responding to this notice. The North American Industry Classification System (NAICS) code for this requirement is 811310, Commercial and Industrial Machinery and Equipment Repair and Maintenance, with an SBA Small Business Size Standard of $12.5 million. 1. Please identify any of your firm s existing contract vehicles (e.g., GSA federal supply schedules) which provide similar services as those described in the Statement of Work (attached). 2. Please provide all social-economic categories of your firm (e.g., SDVOSB, VOSB, WOSB, Large Business, 8a, etc.) as well as your firm s SAM Unique Entity ID number (replaces DUNS number) and Government Contract POC. All questions and responses must be submitted via email, no phone calls will be accepted. Please note BHH Pump Repair & Test in the subject line of your response. See attached draft Statement of Work for details of the requirement. Statement of Work (SOW) Project: PUMP REPAIR AND TESTING GENERAL INFORMATION Scope of Work: Fire apparatus pump packing repair and pump test on Ladder 4 and Engine 3. 2.0 Background: PUMP PACKINGS WERE LEAKING DURING LEAK TEST. CONTRACTOR REQUIREMENTS 3.0 Technical Requirements/Tasks: INSTALL NEW PACKINGS AND SET TO THE PROPER DRIP RATE. PUMP SERVICE PERFORMED GREASE/LUBE HANDLES AND/OR LINKAGES (PUC PUMP) GREASE PTO DRIVE SHAFT CHECK ALL VALVES FOR PROPER FUNCTION CHECK GAUGES ARE WORKING PROPERLY CHANGE PUMP TRANSMISSION OIL PERFORM DRY VAC (CHECK FOR LEAKING VALVES). PUMP REPAIR AND TESTING SHALL BE IN ACCORDANCE WITH NFPA 1911 STANDARD FOR THE INSPECTION, MAINTENANCE, TESTING AND RETIREENT OF IN-SERVICE EMERGENCY VEHICLES. 2017 EDITION. Contractor to perform maintenance work and testing at the VA fire department: No outside departments should be included in maintenance or testing schedule on-site. If the Pump-Test indicates a deficiency, a qualified technician shall conduct an out-of-service evaluation and make a written report, including recommendations to the AHJ. Minimal task is repairing pump(s) and providing successful pump test. A report on testing outcomes shall be provided. Inspect pump test label. Repair and testing shall take place at the VA Medical Center Fire Department (Bldg. T-296) 113 Comanche Rd. Fort Meade, South Dakota, 57741 4.0 Government Furnished: VA Fort Meade medical center will provide two fire apparatus needing repair. Repair may occur throughout the week. 5.0 Deliverables / Schedule: {All written deliverables shall be phrased in layperson language.} Pump repair and testing shall be provided within two weeks of award. A report of pump testing results shall be provided within a week of completion. 6.0 Travel: Charges for travel must be listed and itemized by contractor. 7.0 Contractor s Key Personnel: Contractor shall provide qualified person in accordance with NFPA 1071 or equivalent to perform maintenance work and provide pump testing. Resumes are not required. 8.0 Security Requirements: Work will be performed on the grounds with limited to no access to medical center buildings. Contractor may need to enter the fire station for restroom facilities and apparatus bay area. 9.0 Data Rights: No data rights are needed. No access to information technology is required. 10.0 Section 508 Electronic and Information Technology Standards: No access to information technology is required. Attachment: Security, and NARA Requirements: All 6500.6 Appendix C Security and NARA PRIVACY-HIPAA CLAUSE: All contractors on-site shall read and comply with attached 6500.6 Appendix C Security and NARA PRIVACY-HIPAA CLAUSE documents.
