Description
This is a Sources Sought notice only. This is not a request for quotes and no contract will be awarded from this announcement. The Government will not provide any reimbursement for responses submitted in response to this Source Sought notice. Respondents will not be notified of the results of the evaluation. If a solicitation is issued it shall be announced at a later date, and all interest parties must response to that solicitation announcement separately. Responses to this notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation The purpose of this announcement is to perform market research to gain knowledge of potential qualified sources and their size classification relative to NAICS 238220, with a size standard 19 million dollars. The Department of Veterans Affairs (VA), Network Contracting Office 1 (NCO 1) is seeking to identify any vendor capable of providing Dead Leg Removal at the VA Central Western Massachusetts (Leeds) VAMC per the Performance Work Statement below. This Sources Sought notice provides an opportunity for respondents to submit their capability and availability to provide the requirement described below. Vendors are encouraged to submit information relative to their capabilities to fulfill this requirement, in the form of a statement that addresses the specific requirement identified in this Sources Sought. Information received from this Sources Sought shall be utilized to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy. Submission Instructions: Interested parties who consider themselves qualified to perform the services are invited to submit a response to this Sources Sought Notice by 2:00 PM EST, 19-April-2023. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Type B dead legs are defined as any stretch of piping greater in length than two times the diameter of the source piping terminating at an infrequently used fixture. Type B dead legs have been identified in Buildings 1, 4, 5, 7, 9, 12, 16 and 22 that shall be removed from the domestic water distribution system. PROJECT SCOPE OF WORK Work shall consist of the removal of Type B dead legs and associated fixtures, This includes the following task: Review Contract Drawings. Provide the names of Competent and/or Qualified Person(s) and proof of competency/qualification to meet specific OSHA Competent/Qualified Person(s) requirements. No work shall be performed unless a designated Competent Person is present on the job site. Contractor to comply with ICRA requirements. Where the source of a dead leg could not be isolated and other areas will be impacted, the Contractor is to submit the request in writing 15 calendar days prior to the desired time and shall receive approval before shutdown. Dead leg piping identified, and associated fixtures shall be demolished back to source piping as noted on drawings. The existing Tee at connection to source piping shall be removed from the source piping. Source piping shall be modified to replace the existing Tee configuration with union fittings and a straight run of piping to completely eliminate all dead legs. Note only select fixtures shown with demolition hatching shall be demolished, otherwise the fixture shall remain and the associated piping serving that fixture shall be demolished back to the source and the existing fixture shall remain in place. Prior to removal of any dead leg piping, Contractor shall verify pipe size, routing, and fixtures served to ensure that removal of dead leg piping will not impede service to active fixtures. The use of press connect type fittings is prohibited. Contractor is responsible for cutting existing wall/ceiling/floor and patching to match (like in kind) existing . The Contractor shall remove/replace existing ceiling tiles and grid as required to accomplish indicated plumbing work. The contractor shall repair or replace pipe insulation. When removal of dead leg piping or associated fixtures require architectural demolition, Contractor shall restore to match existing finish and fire rating of the existing surface. Penetrations shall be properly sealed with approved firestop or joint sealants according to wall rating. Spray foam is not permitted. The Contractor shall patch and repair all pipe penetrations where existing piping is demolished to match existing finish and fire rating. Asbestos containing material directly related to work being performed shall be remediated and properly disposed of per Massachusetts Department of Environmental Protection and Department of Labor Standards regulations. All piping that has been exposed as a result of any work within the contract shall be re-insulated. Abandoned Lines: Pipes and their hangers or supports, shall be removed back to their source. Those which are indicated to be abandoned but cannot be entirely removed, shall be sealed, capped or plugged at the main or branch they originate from in an approved method and as accepted by the COR. The intent is that those that are so embedded in existing concrete walls or floors that they cannot fully be removed without compromising the structure can be capped. These shall be fully investigated by the contractor and reviewed and accepted by the COR. The lines shall not be capped in any finished or unfinished areas, but shall be removed and sealed, capped or plugged only in masonry, CMU, concrete walls, concrete ceilings or concrete floors where they penetrate those materials or if accepted by the COR within walls or partitions, so that they are completely behind the finished surface. Hot Work: Perform and safeguard hot work operations in accordance with NFPA 241 and NFPA 51B. All hot work will require a permit. Coordinate with COR 72 hours in advance to obtain a hot work permit. Parking is rigidly controlled throughout the Medical Center. Contractor parking is only allowed in designated areas (subject to change). Parking in designated patient parking areas is strictly prohibited. Parking on grass is also prohibited. Parking in roadways is prohibited. Parking for equipment necessary to perform the work will be authorized in advance of starting the project. At the end of each workday, the site shall be left clean and free of construction debris. Work will be in accordance with applicable VHA and OSHA standards and regulations. Building 1 Type B dead leg removal will have to be off hours (6pm-7am). Building 4 noisy work will have to be off hours (6pm-7am). All work in crawl spaces are considered confined spaces. The performance period for this work is 120 calendar days from the time of award, unless other time frames are approved in writing by the Contracting office.
