Description
This is a Sources Sought Synopsis ONLY. The U.S. Government desires to procure a Taser contract for the Training Division (TD). The purpose of this acquisition is to acquire a Taser 10 that meets the specifications attached to this Sources Sought. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this source sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government-wide Point of Entry (GPE). It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement. The anticipated North American Industry Classification System (NAICS) code is: 332994 Small Arms, Ordnance, and Ordnance Accessories Manufacturing. This notice calls for the vendor to provide tasks/supplies to be performed/provided shall include, but not be limited to, the attached specifications in the Statement of Works (SOW) and Conducted Electrical Weapons (CEW) description listing. The purpose of this notice is to obtain vendors that can support for CEWs, accessories, training, and lifecycle support for Deputy U.S. Marshals. This requirement will also allow for the ordering of items a la carte, i.e., for replacement parts. USMS requires an equipment support program that cuts down on overall device lifecycle costs which includes the following: Comprehensive equipment warranty for a minimum of one (1) year Planned CEW modernization program that upgrades current arsenal to the most technology advanced CEW weapon, upon certification and when readily available. An unlimited Cartridge program to help reduce the cost risk associated with cartridge use and storage over the life of a program and designed to provide all the cartridges needed (shipped on an �as need basis�). Supply of training cartridges to support qualification sent annually. Unlimited live cartridges. Access to online-training content. Hook and Loop Training (HALT) Suit per district and division office. Master Instructor training vouchers. Hosted Master Instructor Course held annually Locations TBD. Enhanced weapons training available. Weapons inventory management system for all kits which include taser, taser holster and PPM for each device. Be advised that responses to this sources sought synopsize are limited to five (5) pages - not including the cover sheet. The Government will not review general capability statements, please ensure submissions are specific to this requirement and information requested. Vendors are encouraged to provide concise responses to the capability questions/statements below. Vendor responses shall be submitted in a searchable PDF Format. All interested parties shall provide their capability statement no later than April 13, 2023, at 3:00 PM (EST) to Mikelle Everett at mikelle.everett@usdoj.gov. Capability Questions/Statements: The name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. Identify whether your firm is registered in the Systems for Award Management website (www.sam.gov). Yes or No. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any.
