SPECIAL NOTICE TO SOLE SOURCE � Pitchbook Special Notice to Sole Source: 2032H323N00012 Agency: Internal Revenue Service (IRS) POC: Tasha Dewese | email:� tasha.g.dewese@irs.gov For: Pitchbook Subscription Data Services The Office of Business Solutions Acquisition (OBSA); Treasury Operations Branch, intends to negotiate a sole-source acquisition in accordance with FAR 6.302-1 with Pitchbook for web-based subscription services with the approximate start date of September 1, 2023. The International Affairs Committee on Foreign Investment in the United States (CFIUS) Office requires a subscription service that will facilitate the research of various equity investments, essential to the non-notified work done by CFIUS.� More specifically, CFIUS is looking for a subscription service that enables them to: ����������� Search investments made by specific actors and countries. ����������� Look at specific sectors of investment (semi-conductors, 5G, biotech, etc.) ����������� Build overall acumen for investment trends and provide actionable research. ����������� Keep us up to date with transactions that often don�t make the news or press, giving us more ability to hold purchasers of United States equity interests more accountable.� CFIUS was established in 1975 to monitor and report on foreign investments in the United States. In 1992, the scope of CFIUS was expanded to undertake investigations of the acquirer and the acquisition to ensure such transactions did not pose a threat to national security. The passage of the Foreign Investment Risk Review Modernization Act (FIRRMA) in 2018 took further steps to expand the scope of CFIUS. The expanded requirements of FIRRMA went into effect in 2020 and, to prepare for this, the CFIUS Office must gain access to the tools necessary to perform their mission. Acquiring this subscription will also attract users from other Treasury Departmental Offices, such as the Office of the Deputy Secretary, and the Treasury Agency FinCen, as well as users from the nine-voting member United States Government organizations that are intricately involved with CFIUS� mission.� Note: Update NAICS code: 541990 All Other Professional, Scientific, and Technical Services A 12-month base period and two (2), 12-month option periods are contemplated for this acquisition with an approximate start date of September 1, 2023. No solicitation package will be issued. This special notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than 3:00 PM, EST on April 26, 2023. Responses shall be submitted to Tasha Dewese at Tasha.G.Dewese@irs.gov and Ramona L. Hanson at Ramona.l.Hanson@irs.gov. Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company DUNS No and CAGE Code; 3. Point of Contact, and secondary contact, information; 4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing the specific items mentioned above; and, 5. A description of that product(s) and its overall capabilities. It is your responsibility to demonstrate how your product(s) is capable of providing the same functionality that exists with the products mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
