NFFM73002301299AAG ***Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS)Office of Management & Budget, Field Delegates, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), for the Southeast Fisheries Science Center (SEFSC) for satellite tags ***The sole source determination is based on the National Oceanic & Atmospheric Administration�s (NOAA) NMFS requirement for multiple projects as described below: The National Oceanic & Atmospheric Administration�s (NOAA) NMFS SEFSC has an ongoing research program using these specific tags. The purpose of the proposed work is to deploy satellite tags on manta rays for habitat use, movement and connectivity studies. This work is conducted at several locations throughout the Southeast region, including the Caribbean. For the continuity of the study, Fisheries must have tags that collect the same data so it is consistent with previous work and is permitted under an existing research permit. Deliverables - Quantity of 5 (and shipping) Wildlife Computers MiniPAT-390B, Towed, 2-Lay tags. The tags must have archive data for retrieval should the tag be found after deployment. �The data collected will be integral in the proper management of oceanic mantas, which have recently been listed as threatened under the U.S. Endangered Species Act. Wildlife Computers has been and continues to be an innovative presence in satellite tag technology and design and the Survivorship Pop-up Archival Tag (PAT) is no exception. The MiniPAT is specifically designed to track the large-scale movements and behavior of fish and other animals, which do not spend enough time at the surface to allow the use of real-time Argos satellite tags. SPOT tags on the other hand send out short transmissions to the Argos satellite system when at the surface. Wildlife Computers has designed these tags specifically for applications like the current project. Delivery is due by June 15, 2023. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government�s requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
