- 1. DESCRIPTION U.S. Customs and Border Protection (CBP) Office of Training & Development (OTD) is seeking information from interested vendors as part of an acquisition to establish a contract for an enterprise training and resource management system to support OTD�s ongoing mission of coordinating and providing training to CBP�s 74,000+ Government and Contractor personnel who are located throughout the United States (U.S.), it�s territories, preclearance ports of entry, and international offices. CBP intends to use the information from this RFI for future acquisition plans. THIS IS A REQUEST FOR INFORMATION/SOURCES SOUGHT ANNOUNCEMENT. It is for informational purposes only. A solicitation is NOT being issued. This Request for Information (RFI) from industry will allow the Government to identify interested sources capable of meeting all requirements. The information sought will be used for planning purposes only. THIS IS NOT A REQUEST FOR PROPOSALS. The Government will not award a contract based on this RFI, nor will the Government pay for any information submitted by respondents. All proprietary or sensitive corporate information must be clearly marked. This announcement in no way obligates or commits the Government to acquire any product or service. There shall be no basis for claims against the Government, as a result of information submitted in response to this RFI. 2. BACKGROUND The mission of the U.S. Customs and Border Protection (CBP) is to protect the Nation�s borders while facilitating legitimate trade and travel. CBP�s Office of Training and Development (OTD) supports that mission by coordinating and providing training to CBP�s 74,000+ Government and Contractor personnel who are located throughout the United States (U.S.), it�s territories, preclearance ports of entry, and international offices. CBP requires an enterprise, academy, and resource management system to record and track course completions; register students; generate transcripts; schedule instructors and resources; facilitate overall class management; support various assessment types and grading scales; and create, store, manage, and deliver online and blended content. To meet this goal, CBP is seeking one comprehensive system to deliver a proven, modular, interconnected software that supports training for CBP�s enterprise which includes law enforcement supporting academies, advanced training, and synchronous and asynchronous training. The cloud-based software solution shall be a Federal Risk and Authorization Management Program (FedRAMP) moderate authorized and 508 compliant, commercial off-the-shelf (COTS), software-as-a-service (SaaS) system for the management of all aspects of learning, including instructor-led, online, and blended training. The system shall include compliance processes that span all aspects of law enforcement training (basic through advanced, field, and in-service) and facilitate and support professional development of the CBP workforce and support CBP�s mission readiness. The software solution shall consist of a single unified architecture that is developed, provided, and maintained by a sole Contractor and designed for supporting law enforcement. Records shall have audit tracing and shall be tracked in a legally defensible manner. The management and accurate record keeping of training is crucial to CBP as a law enforcement agency for tracking qualifications and certifications to ensure officers, agents, specialists, and other professional personnel are in compliance and qualified to perform their duties.� Law enforcement training includes numerous complex assessment types with varying custom grading scales including unique attributes for physical fitness, firearms, defensive tactics, and other complex skills-based assessments.� The successful completion of courses, exams, and assessments are major components that are evaluated for CBP employees to graduate from the academies and have complex weighting factors that must be calculated in the system and automatically rolled into graduation scores across the entire curriculum model.� It is critical to support the various assessment types and grading scales as well as maintain complete detailed hire-to-retire training records.� CBP is looking for a system that supports and automates critical training operations across the following key areas: System administration and integration Personnel management Training Registration Testing Surveys Resource management and scheduling Housing management Reporting Compliance CBP is looking for a system that meets the following security requirements: FedRAMP authorized at a Moderate Impact level [as defined in Federal Information Processing Standards (FIPS) 199]; Criminal Justice Information Services (CJIS) compliant via an independent third-party review; National Institute of Standards and Technology (NIST) 800 53.v4 conformant; implemented and conformant with the best-practices security required by the Federal Information Security Management Act (FISMA) legislation; all data stored in the continental United States; and client data hosted within a secure Government cloud environment. 3. REQUESTED INFORMATION CBP seeks information from interested vendors that can provide commercially available capabilities and services that satisfy the attached draft Statement of Work. Citing examples, please describe your capabilities and experience meeting requirements similar in scope and complexity to the requirements of the draft SOW.� In addition to a description of capabilities and experience, CBP seeks responses to the following questions: Describe your FedRamp posture as it relates to your architectural and security solution and the other potential CBP data from the client access and interface to the cloud. Detail how the functionalities within various roles in the system are separated, with the focus on the end user and administrator experiences. Provide a brief overview of the company and specific experience providing this software solution to the Federal Government. Include details about current clients including the percentage in government, private/corporate, and Edu sectors. Detail the help desk structure, including the nexus between the help desk tiers and Project Manager, as well as the general experience levels of the help desk technicians with the software and their access and ability to work with the system engineers. Detail their strategic goals for how the system will grow and evolve with future trends and technologies. Responses should include frequency and flexibility of planned upgrades or release updates. Explain the process for CBP to request added functionality or customizations, any applicable approval processes (change control board) of said requests, and the Offeror�s processes to implement such changes to the system. Any primary cost drivers other than the number of users? Based on the requirements as currently described, what would be a high-level cost estimate for a base year (to implement the system) and annually thereafter for system utilization and maintenance? 4. RESPONSE FORMAT AND LIMITS Interested parties should submit a written response, maximum of 20 pages in length single sided; no less than font size 10 that: Demonstrates the respondent�s ability to meet or exceed the capability requirements; Addresses each of the requests for information; Provides the company name and address, point of contact with phone number and e-mail, business size, UEI number, and available contracting vehicles; Cost/price estimates and an identification of potential cost drivers, tradeoffs, and/or savings; and, Any other pertinent information such as assumptions made relating to the ability to satisfy specific requirements or questions regarding ambiguous or poorly defined requirements. All responses shall be submitted electronically (Adobe PDF format). Responding to this RFI is not a prerequisite to bid on a subsequent RFP, if one is issued. Responses may include links to available product demonstration websites or videos. Responses are due no later than April 21, 2022, at 12:00 pm ET. Responses must be submitted via e-mail, if possible, to the contract officer: jared.a.tritle@cbp.dhs.gov 5. SUMMARY THIS IS ONLY A REQUEST FOR INFORMATION (RFI). The information derived from this RFI will assist CBP in identifying sources that can satisfy the requirements of the SOW. The information and specifications provided in the RFI are subject to change and are not binding on the Government. CBP has not made a commitment to procure any of the items presented, and release of this RFI should not be construed as a commitment or authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
