Description
THIS IS A SOURCE SOUGHT NOTICE ONLY. This is not a Request for Proposal. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The intent of this notice is to assess industry's small business concerns. � This is strictly market research to determine availability and adequacy of potential sources with the capabilities and experience to perform the required work. The Government is not obligated to and will not pay for information received because of this announcement. A request for a solicitation will not receive a response.� �The General Services Administration (GSA), Region 05, is seeking a qualified General Contractor (GC) for the following:� The (7) original Hot Water Circulation pumps have reached the end of their useful life and are in need of replacement. The scope for this project includes the replacement of (4) Hot Water Circulation Pumps on the P-Level and (3) on the 40th floor of the John C. Kluczynski Federal Building along with the replacement of flow isolation valves and air separators. This project will also include providing DDC controllers for the pump operation, monitoring and control which will tie into the existing Building Automation System.��� Performance period is 90 calendar days from receipt of onsite Notice to Proceed. Award for the project will happen at the end of FY23/beginning of FY24 (September - January), however the on site work will take place from June 1 - September 1, 2024, when the boilers are down for maintenance. Work on the P-Level can take place during the day, but work on the 40th floor will need to be done during government unoccupied hours.� The construction cost is between $500,000 and $1,000,000.00. The NAICS Code is 236220 with a small business size standard of $45 million.�� General Contractors submitting an offer will be evaluated on following criteria: Factor 1: Experience on Similar Projects This factor considers the Offeror�s experience as a firm providing similar contractor services. �Offerors must provide a minimum of three (3), no more than five (5), similar successful project examples.�Up to 2 additional projects may be listed if the first three (3) do not contain all elements. To be considered similar, projects should be of similar scope and size, which include following: Involve replacement of base-mounted end suction pumps, sizes between 350 - 5000 GPM, on Hot or Chilled Water circulating systems or similar process applications Have involved Variable Frequency Drives (VFDs) and vibration isolation Have involved integration of Building Automation Systems (BAS) with controls Exceed $700,000 in construction costs Have been completed within the past 5 years; or if it is a current project, be at least 90% complete Have been performed in an occupied federal, office, municipal, or other similar building An Offeror may submit a project previously submitted as part of the sources sought for this project, as long as it meets the above description. Offerors must submit a GC Experience Summary for each�project.�� For each project, describe in detail: the project name, location, size, owner name/point of contact, scope, complexity, planned and actual budget, planned and actual schedule, building owner, cost control and tracking methods, schedule control, and coordination. Describe how you worked within a fixed schedule and within a prescribed budget. Explain any price and schedule variances. Relate those in type and scope to this project. Factor 2: Past Performance on Similar Projects � This�factor�considers�the�past�performance�of�the�Offeror�for�the�projects�submitted�under�Factor�1.�This�factor�will�be�evaluated�based�on�the�responses�received�from�references.�References must have thorough knowledge of the details of the Offeror�s performance for the majority of the contract performance period, so that the reference may sufficiently respond to the questionnaire. The offeror must submit a Past Performance Questionnaire (PPQ) for each project included in its proposal for Factor 1: Experience on Similar Projects. The contractor shall complete section 1 of the attached form and contractor reference(s) shall complete section 2.� The standard is met when the evaluating representatives provide favorable evaluations indicating that the projects have met or exceeded the customers� requirements as set forth in the construction contract documents (drawings and specifications) in a timely manner, and within established budgets. ���������������������������������������������������������������������������������������������������� Factor 3: Qualifications and Experience of Key Personnel This factor considers the qualifications and experience of key personnel on the Offeror�s team and how it relates to this project. This factor will be evaluated based upon the written responses to the RFP by the Offeror and may include the calling of references to verify key personnel qualifications as well as performance. Personnel are considered qualified when their experience shows them to have performed successfully in comparable positions on similar projects. Offeror�s shall identify the personnel they propose to fill the key team member�positions listed below and state their roles and responsibility to the project.�The Offeror�shall provide evidence of the competency, past performance, qualifications and related�experience of key team members. Each key individual team member shall have been employed�continuously for the past two years in the position they are being submitted for or have demonstrably similar experience.�If the key team�members did not work on the three projects submitted under Evaluation Factor Number 1,�provide contact information for two references�each who can provide thorough knowledge�of the details of the individual�s performance (such as the Project Manager, Building Owner, or�Contracting Official associated with the project) in a similar position on a similar project. Each key subcontractor shall have performed the role on at least 2 similar projects in the past five years. If prior experience is not on the projects submitted for Factor 1, submit the same information for each experience example.� The�Offeror shall provide resumes for each key team member clearly indicating their currently held�position/title, proposed project position/title, education, qualifications, installation personnel training certificates (including Manufacturer Certifications), professional licensing, any�personal awards received, and work experience over the last five (5) years.�Provide a matrix�chart clearly identifying the roles that key team members held on the projects submitted�under the Experience and Past Performance factor. � Key individual team members are defined as�follows: 1.���Project Manager 2.���Construction Site Superintendent 3. � Commissioning Coordinator 4. � Other key team members as determined by the Offeror Key subcontractors are defined as follows:� 5. � HVAC/Piping Subcontractor 6. � Controls/BAS Subcontractor 7. � Electrical Subcontractor 8. � Abatement Contractor� The standard is met when each of the key team members has held at least one comparable position for a similar project and has the appropriate education, training, experience and certification required to be assigned to this position and for this project. Preference shall be given to those members having experience on multiple similar projects and/or successful performance in comparable positions. For the resinous flooring subcontractor, provide training/certification documentation for the applicable products/systems being proposed.� Factor 4: Project Management Plan/Approach Provide a project management plan that includes the planned approach to construction phase services for this project. This plan should also include the planned approach to programming with the existing BAS system. This plan should include any best practices learned from previous experience. This factor considers the Offeror�s project management plan which indicates the methods and means they will employ to ensure management of the project in a manner which will maximize the opportunity for successful completion that is on time, on-budget and within quality expectations. Provide a project management plan that includes the planned approach. This factor will be evaluated based upon the written response, shall not exceed two double-sided pages. The plan should delineate the Offeror�s knowledge, programs and processes, relating them to the requirements of this project and demonstrating their approach to its management and execution. The plan should include, at a minimum, all factors listed below. In addition to the plan, a construction schedule (Gantt chart) should be submitted. This schedule may include approximate dates that demonstrate an understanding of the phasing and requirements of the project.� If you are an interested party and believe you are qualified to act as a General Contractor (GC) for this project, please provide the following information. All information submitted is subject to verification. Additional information may be requested to substantiate the responses.�� 1. A short statement regarding your business� expertise and experience on projects similar in scope and size. 2. Indicate any and all applicable small business representation(s),( 8(a), HUBZone, Service Disabled Veteran Owned, Women Owned, etc.) 3. Do you have bonding capability to cover 100% of the construction cost? 4. Include two projects completed within the last five years executing the replacement of hot water circulation pumps similar in size and scope. 5. Provide a customer point of contact for each project listed (telephone and email address). 6. Please indicate your intent to submit an offer on a subsequent solicitation.�� �All information submitted will be subject to verification and additional information may be requested to substantiate responses. Your submission should be no longer than 10 pages. Responses are due by 4:00 PM CST on April 28, 2023.��
