- Request for Information/Sources Sought Nationwide UCC-1 Filing Database Introduction The Office of the Comptroller of the Currency (OCC) is requesting information on a Uniform Commercial Code (UCC)-1 Filing Database to understand bank and non-bank lending activity and small business lending markets. �Additionally, we are interested in information regarding collateral that is pledged to the lender. �The Government seeks a tool that compiles loan-level historical data from at least the last ten (10) years (or more if available) of all UCC Filing records from each state within the United States. This is a request for information (RFI) only - it does not constitute an Invitation for Bids (IFB), Request for Proposals (RFP), or Request for Quotation (RFQ). �This RFI is issued solely for information and planning purposes and does not commit the OCC to issue a solicitation (RFQ/RFP) or award a contract for any supply or service whatsoever. The OCC will not pay for any information or administrative costs incurred in response to this RFI. �All costs associated with responding to this RFI will be solely at the respondents� expense. �Those who respond to this RFI should not anticipate feedback concerning its submission other than acknowledgement of receipt, if the submitter requests a request for acknowledgement. Background The OCC is researching the participation of bank, nonbank, and fintech lenders in the market for small business lending. �UCC filings contain information concerning secured small business lending and includes lenders who are not traditionally captured in existing publicly available and administrative datasets. �These data will allow researchers to study markets that have received relatively little academic attention. Intended Usage OCC license holders would be authorized to use the vendor UCC Filing data in the performance of OCC required work duties.� OCC license holders would be authorized to share portions of the data or analysis of the data, accessed either through the graphic user interface or Secure File Transfer Protocol (SFTP) data transfer, with all other OCC employees regardless of location.� OCC license holders would be authorized to use the data to conduct research and analysis that may be publicly disseminated in various forms, including but not limited to research papers, policy papers, analytical presentations and memorandum, and articles published in academic publications.� Vendor data publicly disseminated by OCC license holders shall be in summary form only. �OCC license holders shall be authorized to co-author such work with persons not employed by the OCC.� Co-authors not employed by the OCC would not have direct access to the data but can view the aggregate of the data and results of research and analysis. Requirement Description The Government seeks a UCC-1 Filing Database that would facilitate analysis to measure credit risks and lending behavior of bank and nonbank participants in the small business loan market. �Therefore, the Government seeks detailed information on the lender, borrower, UCC Filing details, and the collateral that is pledged. �The following are the data requirements for each category: Lender/Borrower Business Name Location (City, State, ZIP, County Federal Information Processing Standard (FIPS), Latitude/Longitude) ID Number (Tax ID); Federal Research, Statistics, Supervision and Regulation, and Discount (RSSD) ID number; Federal Deposit Insurance Corporation (FDIC) Cert. Number, DUNS Number) Business Information (Num. of Employees, NAICS Code, Total Assets, Branch/Office Locations, Parent Company or Subsidiary relationships, etc.) UCC Filing UCC Filing Date State of Filing Expiration Date Collateral Category/Type of Collateral Value of Collateral (if available) Written Description of Collateral Serial/Product Number of Collateral The Government requests that these data are delivered in a structured data file format, such as a .csv, .dta, .dat, .xlsx, or SQL Database. The contractor must be available to answer questions about methodology and other data details, such as: Frequency of data updates How are data available for procurement (by year, quarter, quantity, etc.)? Approximate size of data file Pricing structure How far back do observations go and number of observations recorded by year How data is collected and standardized across jurisdictions Data dictionary that describes field definitions Methodology for linking UCC filings with external data or IDs Submission Requirements Interested parties are requested to respond to this RFI with an electronic document that fulfills the requirements below. Company Background - Provide summary information including company name, DUNS number, CAGE code, and designated point of contact's name, title, email address and phone number. Is your company registered in the System for Award Management (www.sam.gov) to do business with the Federal government?� If so, what is you SAM unique entity ID number? �Is your company registered in SAM as a Small Business or any of the socio-economic categories (Woman Owned, 8(a), HUBZone, Veteran Owned, etc.)? Does your company have a GSA federal supply schedule contract or any other Governmentwide Acquisition Contract (GWAC) that provide the required product/services?� If so, please provide that information to include agency and contract number. North American Industry Classification System (NAICS) Code, Size Standard, Product Service Code (PSC), and Company's Business Type Classification under NAICS Code � Provide recommended NAICS Code to include Size Standard and your Company's Business Type Classification under the recommended NAICS Code (e.g. large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone business, woman-owned small business, veteran-owned small business, service-disabled veteran-owned small business, etc.). �Provide recommended PSC. Solution and Service Overview � Describe services available through your organization and provide a statement of capability demonstrating your ability to meet the requirements outlined in the requirement description. �Describe any other additional tasks/services you think are essential to the project as described. Database Attributes:� Size, how often it is updated, how far back the data goes, approximate number of records, etc. What would the estimated price (rough order of magnitude) be for access to an online UCC-1 filing database?� Please provide a price breakdown to include a base year and four optional years of access to the database and services as outlined above.� Provide price lists or catalogs. �If applicable, provided information on volume discounts, prompt payment discounts, contract financing, and payment methodology. �Provide recommendations on potential CLIN structure and if the requirement is suitable for firm fixed-price contract. Other Information (e.g., commercial practices, market information, capabilities for planning purposes, subcontracting, etc.) � Provide information on: Commercial practices (e.g., licensing restrictions, licensing restrictions upon termination, limitation of liability, retention of data from databases, etc.). �A copy of a license agreement is preferred. Vendor's possible solutions and approaches that may currently exist in the marketplace, and information regarding innovative ideas or concepts regarding the product or service in question; Commercial practices regarding industry evaluation of / or measuring performance; and Subcontracting possibilities, specifically for small businesses. Responses shall be in Microsoft Word or Adobe Acrobat formats and no longer than ten (10) pages. �The email shall include the following subject heading, �Response to Request for Information (RFI) for UCC-1 Filing Database.� Please email your response to: John R.
