Description
Synopsis: THIS IS FOR INFORMATIONAL PURPOSES ONLY. Under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, the U.S. Army Corps of Engineers intends to increase capacity of Remedial Action Contract (RAC) Indefinite Delivery Indefinite Quantity (IDIQ) Contract W912WJ18D0007. This increase in capacity is so that the contractor, Environmental Quality Management (EQM), can complete performance on environmentally sensitive tasks under the existing contract. The current contract does not have sufficient capacity to allow for continued remedial action-construction phase services at the Callahan Mine Superfund Site, Brooksville, Maine, as scoped under the contract. The $750,000 in additional capacity on the existing 2018 RAC IDIQ Contract is required to ensure that environmentally sensitive remedial action construction tasks can be completed.� The work will consist of compensatory wetland mitigation by excavating the entrance of Dyer Cove to enhance tidal flushing, capping sediments within Dyer Cove, and creating a salt marsh wetland along the perimeter of Dyer Cove.� Excavated sediment will be placed in the Stink Cove Repository and permanently covered with an engineered cap.� �The banks of Dyer Cove will be restored with a vegetated cover including plants and trees to reduce the potential for future migration of metals into Dyer Cove resulting from surface water runoff.� The engineered cap must be constructed under this IDIQ contract to meet the goals of the EPA Record of Decision (remediation of Waste Rock Pile 3).� Therefore, the only opportunity to place the material excavated from Dyer Cove under that cap is to include it in this IDIQ contract. �Capturing these environmentally sensitive tasks under this IDIQ contract will eliminate the environmental impact of dewatering a tidal ecosystem over multiple construction seasons, it will allow one comprehensive site restoration and recovery effort, it will eliminate the risk of having no contract vehicle to monitor and maintain temporary stockpiles between contracts, and it will eliminate costs to the taxpayer that cannot be recovered through competition including a new mobilization, site preparation, disposal of material excavated from Dyer Cove, demobilization, contractor and government oversight during the additional construction season(s), and cost escalation relative to the rates under the current 2018 IDIQ contract.�� Additional factors considered were eliminating another season of truck traffic and noise exposure for local residents abutting the site and avoiding the complexity of multiple restoration warranties within the same footprint. All responsible sources may submit a response, which, if timely received, will be considered by the agency. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent. �All responses received within 15 days of the posting of this notice, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
