Description
The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Illumination Machines, LLC, for NIOSH LED Area Light. The services provided by the potential vendor Illumination Machines will result in a second-generation, prototype LED lamp. The services are a logical and effective progression of the results from earlier Illumination Machines contracts, PO 254-2012-M-51184 and 75D30120P08709, to conduct photometric simulations, generate a custom LED lamp design, and construct custom LED lamps for mining machines operating in hazardous environments of methane gas and coal dust that can meet the requirements defined by NIOSH and the Mine Safety and Health Administration(MSHA) that regulates lighting for underground coal mines. Thus far, the contracts have resulted in Illumination Machines� delivery of four, first-generation prototype LED lamps. These prototype lamps are unique given they drastically redistribute the light intensities such that more light is provided to illuminated floor and roof hazards while reducing glare. Secondly, the size and electrical requirements are such that these lamps can be retrofitted into existing lighting fixtures used for mining machines. These first-generation prototypes were evaluated by NIOSH and it has become clear that a second-generation prototype is needed that modifies the first-generation design to provide additional reductions in glare, and to provide added flexibility to support illumination research. Therefore, no other vendor can complete this project. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within seven (7) days of the issuance of this notice will be considered by the government.� A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
