ANNOUNCEMENT NO. W912DR23X0W2N PROCUREMENT TYPE: Pre-Solicitation Notice TITLE:�CONTROL SYSTEMS HMI IMPROVEMENT, WASHINGTON AQUEDUCT, WASHINGTON, D.C. This proposed procurement is Full and Open Competition (Unrestricted);�NAICS 541512 �Computer Systems Design Services� with a size standard $34,000,000.00. The U.S. Army Corps of Engineers, Baltimore District (NAB), has been tasked to solicit for and award for services to develop Human Machine Interface (HMI) graphical and alarming standards for a large control system, consisting of multiple unit processes.� The standards should align with the current best practices and will consist of an HMI philosophy, style guide, and toolkit, describing classification and organization of alarms, and visualization of process alarms and events.� The approved standards will then be used to develop new high-performance graphics and alarming and transition the existing graphics to the new paradigm. The proposed project will be a competitive, firm-fixed-price (FFP), contract procured in accordance with FAR 15, Contracting by Negotiations, under a one-step Lowest Price Technically Acceptable (LPTA) process. The Washington Aqueduct (WA), a division of the Baltimore District United States Army Corps of Engineers (USACE), treats water drawn from the Potomac River to produce drinking water for Washington, DC and portions of Northern Virginia. WA has the responsibility to provide safe, reliable, cost-effective drinking water to one million retail customers, through its three wholesale customers, 24 hours a day, seven days a week.� WA is the sole source of potable water supply to most of the one million customers.� The Washington Aqueduct operates three facilities that utilize a graphical supervisory system to monitor plant processes.� Typical processes include filtration, pumping, chemical feed, and sludge dewatering. The graphics currently being used by WA are outdated and need to be upgraded to current standards.� The goal is to obtain fully functional and dynamic High-Performance HMIs and High-Performance Enhanced Alarming systems for all WA plants and subsystems. This approach will be used to minimize human mistakes and to also minimize the effect of �Alarm Fatigue�, a condition whereby critical alarms are missed due to an over-abundance of signal stimuli. A written and comprehensive set of standards is also needed for all HMIs and the enhanced alarming strategy across all WA plants and subsystems.� These standards will then be used for future modifications to the graphical and alarm systems. Additional information in accordance with the Statement of Objectives (SOO) will be included in the Request for Proposal (RFP) package. The proposed project will be a competitive, firm-fixed-price (FFP) contract procured in accordance with FAR 15, Contracting by Negotiations, under Lowest Price Technically Acceptable Process. An award will be made to the Offeror whose proposal is determined technically acceptable and the lowest price to the Government considering the evaluation factors.�It is anticipated that the Request for Proposal (RFP) will be released on or about 28 April 2023 with proposals due on or about 28 May 2023. The RFP will be provided in an electronic format, free of charge, at https://piee.eb.mil.� �The media through which the Government chooses to issue this solicitation will be the internet only. This solicitation will not be issued in paper format. Vendors must be registered with the System for Award Management (SAM) database to receive a government contract award. Vendors must also be registered in Representations and Certifications Applications (included in SAM). The North American Industry Classification System (NAICS) Code (541512) applicable to this acquisition must be in vendor�s SAM registration.
