Refer to Contract Section M for Evaluation and Award criteria. DESCRIPTION OVERHAUL OF S/V RECONNAISSANCE FOB: Destination Inspection and Acceptance: where work will be performed. See SOW. It is the intent of the Philadelphia District, USACE to issue a Notice to Proceed to enter the Shipyard between 21 June 2023 and 27 June 2023.� Delivery of the Vessel after Notice to Proceed will initiate the Period of Performance, which is 30 calendar days after delivery.� All work must be completed by 31 July 2023. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02/February 14, 2023. This solicitation is being competed as a 100% total small business set-aside under the NAICS Code of 336611- Ship Building and Repairing with a small business size standard of 1,250 employees. Additional requirements set forth in solicitation. 8. Price: Enter pricing in the Quote Form- Price Schedule Sheet. Part (c) Period for acceptance of offer is 90 calendar days. The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers. �All other parts of this provision remain unchanged. The following factors shall be used to evaluate offers: Award will be made to lowest price offer that meets specifications including terms and conditions, and past performance. FAR 52.212-1 � Instructions to Offerors Provision Addenda:� All quotes shall include the following minimum information:� Cage Code, Duns Number, Taxpayer I.D. No., Payment Terms, and/or Discount Terms, Offerors Reps and Certs, Point of Contact, Phone, Fax, Email and Proposed Delivery Schedule.� IAW FAR 52.204-7, prospective vendors must be registered in the SAM database prior to contract award.� Lack of SAM registration shall be a determining factor for contract award. Prospective vendors should visit the SAM website at https://www.sam.gov. This solicitation is issued as a request for quote using FAR Parts 12 Commercial Items and 13 Simplified Acquisition Procedures. Firms interested in this opportunity should submit a quote with the following information: Delivery Date, unit prices for each CLIN, and total price. Contractors are instructed to price each CLIN individually. All quotes received will be evaluated for conformity with the solicitation. A quote is acceptable if it conforms to all material requirements of the RFQ; otherwise, it will be considered non-responsive. Only acceptable quotes will be evaluated. Suppliers should annotate within their quote specifications relating to the items quoted. Insufficient information may lead to a quote being considered non-responsive. FAR 52.212-2 � Evaluation � Commercial Items: All quotes received will be evaluated for conformity with the solicitation. A quote is acceptable if it conforms to all material requirements of the RFQ; otherwise, it's considered non-responsive. Only acceptable quotes will be evaluated. The following are the evaluation criteria: 1. PRICE a. Quoted total cost for repairs to s/v Reconnaissance (CLIN 0001). �Please include the cost for every line item including the total cost.� The Contract Specialist shall review the quote. Price will be evaluated for fairness and reasonableness. 2. TECHNICAL CAPABILITY a. For Technical Capability Evaluations, contractors shall demonstrate a clear understanding of the requirements presented in this specification. **Failure to provide this information will result in your quote being deemed �Non-Responsive� ** The Government will evaluate the Technical Quotation using the following adjectival rating. Adjectival Description Acceptable: Meets all the minimum requirements of the criteria; has an average probability of success; no significant weaknesses and any deficiencies can be readily corrected. Unacceptable: Fails to meet any of the minimum requirements of the criteria; quotation needs major revisions; very low probability of success. 3. PAST PERFORMANCE: Price and Past Performance will be evaluated in accordance with in DFARS 213.106- 2(b)(i)(B) &(C). Past Performance history shall be evaluated for each supplier�s past performance history in SPRS for the FSC and PSC of the supplies being purchased. Award will be made to the supplier whose quote represents the best values to the Government quoting the lowest price and that has anything other than an �Unsatisfactory� rating in CPARS. FAR 52.212-3 � Offeror Representations and Certifications � Commercial Items:� An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov.� If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (m) of this provision and must submit these paragraphs with their quote. Master Ship Agreement EVALUATION FACTORS FOR AWARD Master Ship Agreement Potential bidders shall have an existing 'Master Ship Agreement' with the US Army Corps of Engineers or shall be capable of entering into such agreement in accordance with DFARS SUBPART 217.71--MASTER AGREEMENT FOR REPAIR AND ALTERATION OF VESSELS. DFARS SUBPART 217.71 clauses are hereby incorporated in full force and effect. Mileage Surcharge Evaluation Factor The S/V RECONNAISSANCE�s current FY23 operating schedule has her operating in Southern New Jersey at multiple areas between Atlantic City and the Delaware Bay, prior to entry into and upon departure from the shipyard. 1.���������� Purpose: To aide in the evaluation of whether the total cost/price of award is in the best interest of the Government a surcharge will be assessed to reflect the cost of delivering the vessel to the contractor, and returning the vessel to Atlantic City, NJ upon completion of the work listed herein. 2.���������� Application: All Offerors will have their proposal surcharged (calculated after receipt of all proposals at $60 per nautical mile.� The mileage will be based on U.S. Department of Commerce Publication �Distance between United States Ports�, with an appropriate adjustment for the actual operating location.� Based on the S/V RECONNAISSANCE�s normally traveled waterway route (as determined by the Master of the vessel, facilities North and South of Atlantic City, NJ, shall have their bid surcharged on the round-trip distance between the contractor�s facility and Atlantic City, NJ.� Any shipyard facility submitting a bid which deviates from the normally traveled waterway route shall have their bid surcharged accordingly. 3.���������� Bids will only be accepted from facilities along the Atlantic Coast of the United States of America from New York, NY to Baltimore, MD.
