Description
The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center NOAA Ship Pisces requires piping to be replaced and/or repaired. (II)������ This solicitation is issued as a request for quotation (RFQ).� Submit written quotes on RFQ Number NM-AN2120-23-01037, NAME: NOAA Pisces UPS Repair (III)����� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02. (IV)����� This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 336611.� The small business size standard is 1,250 Employees.� (V)������ This specification contains requirements for providing containment boom for NOAA. REQUIREMENTS: �NOAA SHIP PISCES BRIDGE UPS REPLACEMENT 1. Scope: 1.1 Replace the UPS unit on the Bridge. 2. References: 2.1. NOAA Drawing M283-300-FE01 �Power One Line� 2.2. Government Furnished Material: 3.1. GXT5 5kVA 120/208V UPS Unit (estimated value: $5,500) 4. Requirements 4.1. Contractor is responsible to complete all work of this specification including furnishing of all parts, labor, materials, rigging, oversight, electrical connections, supervision, removals, installation, and system commissioning. Installation, start-up, commissioning, and testing shall be done in accordance with OEM procedures. GFM furnished information is provided below: Make: Vertiv / Liebert Model: GXT5-5000MVRT4UXLN AC Input: 100/173-125/217V, 50/60Hz AC Output: 120/208V 120/240V Capacity: 5000VA Battery Input: 144v, 0.39A Max Battery Type: 12V/9AH 1 Set: Total 12PCS In Series Short Circuit Withstand 5KA 4.2. During the work week, the ship�s crane will be available for rigging with 24-hours notice. NOAA Ship PISCES April 2023 4.3. Secure all equipment from the Bridge UPS. Lock-out/tag-out the existing Bridge UPS. Contractor shall ship�s lock-out/tag-out procedures and install their own locks/tags on all affected equipment. 4.4. Remove the existing Bridge APC6000 SURT UPS. Remove the foundation. Retain existing cabling from the Mission UPS for the new UPS. Sheet 7 and Sheet 27 of Reference 2.1 show electrical power details for the UPS and fed equipment. Photograph of the existing UPS Rack is provided below in Figure 1. Figure 1 � Existing UPS Rack 4.5. Remove the Step Isolation Transformer and foundation. 4.6. Modify the existing UPS foundation as necessary to install the new UPS. Submit a CFR if substantial structural modifications (over 10 labor hours/$500 materials) are required. Submit a CFR if modification of the GFM furnished UPS rack enclosure is required for the new UPS. Install the new GFM furnished UPS and secure the new UPS to the foundation using new, 316 stainless steel hardware. 4.8. Review Reference 2.1 and the old UPS unit. Inspect the electrical supply cabling for the new UPS and verify compatibility with the new UPS. Connect the cabling to the new GFM furnished UPS. 4.9. Follow OEM start-up, commissioning, and testing procedures. 4.10. Connect all loads that were on the old UPS to the new UPS. 4.11. Connect the camera system to the SCP111A. 4.12. Demonstrate successful operation of the new UPS in normal and bypass modes. 4.13. Conduct a load test of the new UPS carrying the loads of Scientific Equipment Panel SCP111A with the Ship�s ET and determine how long the new UPS will carry ship�s loads. 4.14. Install cable tags for all new and missing cable tags. 4.15. Update the laminated label plate on SCP111A indicating the correct loads supported by the UPS. 4.16. Provide a red-line of Reference 2.1 detailing the correct loads on SCP111A and any power/cabling modifications to the Scientific Power Switchboard/Bridge UPS (Sheets 7 and 27). 4.17. Touch up paint all new and disturbed surfaces. 4.18. PISCES will be located at the following address: Gulf Marine Support Facility 151 Watts Avenue Pascagoula, MS 39567 5. Quality Assurance: 5.1. Inspect the Bridge UPS with COR and ET. 5.2. Provide an installation report and redline Reference 2.1, PDF Sheet 7 and 27 detailing modifications to the Scientific Power Switchboard and SCP111A. 6. Notes: 6.1. Onsite contact is PISCES Port Engineer Stephen Spindler (Stephen.spindler@noaa.gov; 251.776.3099). 6.2.
