Description
Combined Synopsis/Solicitation The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center � Pacific requires sewage disposal for the NOAA ships Okeanos Explorer and Oscar Sette while moored at the Port of Seattle This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number NM-AN2150-23-01057 is issued as a firm, fixed-price, commercial request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02. (iv) The NAICS code for this acquisition is 562910, Remediation Services. This is an open-market solicitation set aside exclusively for small businesses (<$25m in annual receipts). (v) Line items are as follows: CLIN 0001:������ Sewage Disposal for NOAAS Oscar Sette & Okeanos Explorer at the Port of Seattle (vi) Description of requirements for the services to be acquired: NOAAS Oscar Sette needs up to 4,000 gallons of sewage disposed of at Pier 90/91. Pump-off to take place on the tentative dates of 24-Apr & 26-Apr-2023. NOAAS Okeanos Explorer needs up to 18,000 gallons of sewage disposal at Pier 46. Pump-offs to take place daily starting 28-Apr through 04-May-2023. See Statement of Work for additional details. (vii) Vessels will pump the material into vendor transport vehicle(s). Vendors do NOT need to be certified for pumping over water. (vii) Date(s) and place(s) of performance and acceptance. Period of Performance: Dates of delivery: 24-Apr through 04-May-2023 NOAAS Okeanos Explorer C/O Port of Seattle Pier 46 � Cruise Ship Terminals 401 Alaskan Way Seattle, WA 98104 NOAAS Oscar Sette C/O Port of Seattle Pier 90/91 2001 W Garfield St. Seattle, WA 98104 (viii) The provision at 52.212-1, Instructions to Offerors�Commercial, applies to this acquisition without addenda. (ix) The provision at 52.212-2, Evaluation�Commercial Items, applies to this acquisition.� Please see attached Terms and Conditions for specific evaluation criteria. (x-xiii) See attached Terms and Conditions for Solicitation (xiv) Defense Priorities and Allocations System ratings are not applicable to this solicitation (xv) Offers are due 18-Apr-2023 at 1600 hours PST. It is the contractor�s responsibility to request and receive confirmation of receipt of quotes. Potential offerors will need to ensure they are registered and current in System for Award Management at the time of quote submission. Offerors will also need to ensure their SAM registration accurately reflects their business size. Submitted offers will need to be complete and meet all evaluation criteria as listed under 52.212-2 in the Solicitation Terms and Conditions. Incomplete offers do not warrant consideration.
