- This announcement is to post a draft solicitation (see attached documents) for the procurement of the towing and dismantlement/disposal of the wooden/composite-hulled ex-ARDENT (MCM 12), ex-SCOUT (MCM 8), and ex-CHAMPION (MCM 4) under a Firm Fixed Price (FFP) Contract. The overall objective of providing the draft solicitation is to provide industry and interested parties with information that will assist in the understanding of current technical requirements and to gain feedback from industry. The Government will use this notice as part of the pre-solicitation process.� The Naval Sea Systems Command (NAVSEA) intends to issue a full and open Competitive Request for Proposal (RFP) to North American Industry Classification System (NAICS) code 336611 during the 3rd quarter of FY23 in accordance with Federal Acquisition Regulation (FAR) Part 15.� The draft of the solicitation is for information only, and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts.� The Government is not soliciting, nor will it accept, proposals as a result of this synopsis.� This is not a request for proposals, a promise to issue a request for proposals, or a promise by the Government to pay for information received in response to this synopsis or any subsequent synopsis.� The information contained herein is subject to modification and in no way binds the Government to award a contract. Any updates and/or changes for this planned procurement, the posting of the RFP, and any future amendments to the RFP, will appear on SAM.gov. The Government will consider all comments received on the pre-solicitation synopsis.� The Government does not commit to providing a response to any comment or questions.
