Description
This is a notice of intent to sole source with The Mitre Corporation, a Federally Funded Research and Development Center (FFRDC). NOAA requires a contract to support the Office of Space Commerce's (OSC) responsibilities to ensure continued provision of, and improvement on, Space Situational Awareness (SSA)/Space Traffic Coordination (STC) data and services, as directed by Space Policy Directive-3. Specifically, NOAA requires expertise on the development of high-level requirements documents and recommendations for the development of a complex federal government electronic data system to provide timely SSA/STC information to commercial satellite operators. Services include�strategic and technical program management support, acquisition planning support, systems engineering management, and execution and integration for the TraCSS program for the anticipated period of 6/1/2023 - 5/31/2024. Specific requirements include: Provide advice and recommendations to OSC program office operations to include expertise in (a) engineering and technical assessments, (b) development of cloud-centric data strategies, (c) service-oriented architectures, (d) operational concepts, (e) requirements development, (f) information assurance (cybersecurity), and (g) acquisition support for TraCSS.� Collaborate with OSC, other FFRDCs, and other stakeholders to improve programs in development and support the stand up of TraCSS.� Provide strategic partnership, planning, and liaison expertise across the stakeholder community to advise on partnerships, support with facilitating communication between stakeholders, and support with interagency efforts. Provide TraCSS system engineering support to include supporting in standing up a Joint CONOPS Working Group with DOD, assisting with acquisition support, drafting Level 1 and 2 requirements documents, and providing TraCSS architecture support Provide TraCSS Integration support to include assisting with planning, executing, and assessing OSC pilot programs/studies; performing analysis and making recommendations for data standards, integration supporting infrastructure, interfaces, data needs, and concepts of employment for TraCSS capabilities; providing technical advice and recommendations to support the development of technical and programmatic documentation; developing a draft Cislunar STC Roadmap that identifies major milestones for the implementation of cislunar STC and potential government agency roles; and providing program support services (e.g. provide Interagency Working Group support). Provide senior level chief engineering subject matter expertise to support the SSA Mission Operations activities to develop new operations concepts for support missions in the formulation and acquisition phase. Contracting with The Mitre Corporation, an FFRDC, is necessary to ensure impartial and objective advice, free from conflict of interest. This notice is published for informational purposes only and is not a request for competitive quotations. However, any firm who believes they can meet this requirement may submit a response in writing. Responses must include a written narrative statement of capability, including detailed technical information demonstrating the company's ability to meet the above requirements. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Written responses must be received no later than fifteen (15) calendar days after publication of this synopsis to the person listed as the Government point of contact in this announcement. All questions must be submitted in writing to the attention of the Government Contract Specialist. If no responses are received, the Government will proceed with the sole source negotiation. NOTHING HEREIN SHOULD BE MISCONSTRUED AS A REQUEST FOR COMPETITIVE PROPOSALS, QUOTES OR BIDS. NO SOLICITATION DOCUMENTATION IS AVAILABLE OR WILL BE ISSUED.
