This is modification #3 to the synopsis entitled Lunar Terrain Vehicle (LTV) Services (LTVS), 80JSC023RLTVS, which was last updated on March 8, 2023. Industry is notified that the following changes are made: The LTVS Draft Request for Proposal Amendment 1 and the updated draft of technical requirements documents are provided in the technical library of this notice. (LTVS DRFP Amendment 1) �The purpose of this Amendment 1 is to keep industry informed of ongoing revisions to the DRFP and the updated draft of the technical requirements documents, including the Systems Requirements Document (SRD), Communication Systems Requirements Specification (SRS), and LTV ConOps. NASA is not seeking questions and comments in response to this DRFP Amendment.�Industry will receive an opportunity to submit questions and comments to NASA when the Final RFP is posted, currently planned no later than May 26, 2023. �Please continue to monitor this sam.gov posting for updates on the release of any documents, as well as the LTVS website at https://www.nasa.gov/jsc/procurement/ltv. �It is the potential offeror�s responsibility to monitor the websites for release of any information regarding this acquisition. �THIS IS NOT A REQUEST FOR PROPOSAL. NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE. --- This is modification #2 to the synopsis entitled Lunar Terrain Vehicle (LTV) Services (LTVS), 80JSC023RLTVS, which was last updated on January 27, 2023. Industry is notified that the following changes are made: Responses to the questions received on the LTVS Draft Request for Proposal are provided in the technical library of this notice. (LTVS DRFP Questions and Answers) NASA intends to issue a Draft Request for Proposal Amendment (Sections A-M) and updated drafts of technical requirements documents by April 14, 2023 to capture changes as a result of industry feedback and questions.� Industry will have another opportunity to submit questions and comments after the release of the Final RFP. --- LTVS SCHEDULE STATUS UPDATE: The Government is still reviewing and answering questions received in response to the LTVS Draft RFP. ��Amendments to the LTVS Draft RFP are anticipated after all currently received questions are answered and interested parties have had an opportunity to ask additional questions (if deemed necessary).� As a result, it is anticipated that the LTVS Final RFP release will be delayed until no-later-than May 26, 2023. NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE. *Updated to correct the controlled access for technical library files.� This notice is issued by the NASA Johnson Space Center (JSC) to post a Draft Request for Proposal (DRFP) to solicit responses from interested parties on the DRFP.� This DRFP document is to allow industry the opportunity to verify the reasonableness and feasibility of the requirement, as well as to promote competition.� The objective of the Lunar Terrain Vehicle Services (LTVS) acquisition is to procure the capability of increased lunar surface unpressurized mobility for suited Extravehicular Activity (EVA) crew members, and to telerobotically perform science, exploration, and logistics on the lunar surface when the crew is not present. The LTVS contract will provide for safe, reliable, and cost-effective LTV services to meet NASA�s need for a human-class rover that will extend the exploration range of EVA-suited crewmembers on the surface of the Moon. Mobility will enable the crew members to traverse greater distances to better explore the lunar surface. This presolicitation synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. ��The Government may not respond to questions/concerns submitted. The Government will use the information to finalize the RFP as necessary. All comments or questions shall be submitted electronically via email to the LTVS Contracting Officer, Shyra Cullins, at shyra.cullins@nasa.gov with courtesy copy (cc) to the LTVS Contract Specialist, Andrew Candee, at andrew.l.candee@nasa.gov, no later than December 1, 2022 at 1:00pm Central.� When responding reference �80JSC023RLTVS DRFP� in the email subject line. PRE-SOLICITATION CONFERENCE To facilitate open communications with industry, NASA JSC would like to invite interested parties or potential offerors interested in LTVS requirement to the Virtual Pre-Solicitation Conference.� The presentation for the Virtual Pre-Solicitation Conference will be held via Microsoft Teams on Wednesday, November 9, 2022, at 1:00 p.m.� 3:00 p.m. Central.
