- This is a Solicitation announcement to inform potential offerors of the Department of Veterans Affairs intent to advertise for bids the project entitled �Renovate Common Areas � Various Buildings � Project No. 655-20-204 to be accomplished at the Saginaw Veterans Administration Medical Center (VAMC) located in Saginaw, MI.� An Invitation for Bid (IFB) is planned to be issued on or about December 5, 2022. General: This project is at the Aleda E. Lutz VA Medical Center located at 1500 Weiss Street in Saginaw, Michigan and is to install a new Heating Ventilation Air Conditioning system within the Dental Services area.� The area of construction is currently conditioned by window-mounted air conditioning units, thus not allowing for proper air changes within the space in conjunction with new COVID-19 regulations.� Heating is provided by the existing hydronic heating system utilizing fin tube elements throughout the space.� As part of a previously completed project, a Valent Packaged Rooftop Unit, model number VPRX-110-5E-X-C-1DX, has been installed.� The Rooftop Unit (RTU) has been ducted to the exterior of the affected space but penetrations into the space have not been accomplished, this along with the programming, commissioning, and mapping to existing Johnson Controls Building Management System (Metasys) will need to be completed. In order for this to be accomplished, the existing acoustical ceiling will need to be demolished, the existing drain and sanitary piping that will impact the installation of new supply ductwork, return ductwork and Variable Air Volume (VAV) units will need to be demolished and reinstalled as high as possible to allow for ductwork and VAV installation.� The Government will be furnishing the packaged RTU, supply and return ductwork to the exterior of the affected space. Penetrations will need to be created to continue the supply and return air ductwork into the affected space.� Contractor will tie into this existing ductwork and takeoff from this point to connect the remainder of the system.� RTU when installed, was not fully commissioned when installed, as the project was modified to not include bringing this unit online. RTU is to be brought online, with controls and monitors being brought into the Building Management System. The control panel is in mechanical room 1-2234. The contractor is to provide programming services to ensure system operation utilizing existing sensors and any new controls to match the current system�s Sequence of Operation and data reporting in Metasys.� The contractor shall provide a PDF file with a description of the Sequence of Operation and chart of the control points. Specific Demolition Tasks:� Contractor shall provide labor, materials, and equipment for the following existing items to be demolished: -���������� Penetrations for Supply and Return air ductwork -���������� Acoustical ceiling as shown on drawings -���������� Sanitary piping in affected areas -���������� Window air conditioning units, turned over to COR -���������� Lighting fixtures will need to be removed from existing acoustical ceiling and salvaged for reinstallation in new construction -���������� Exhaust ductwork from Dental Lab hood and wall exhaust -���������� Disconnection of fire suppression flex drop brackets from acoustical ceiling grid Specific Installation Tasks: The Contractor shall provide labor, materials, and equipment for installation of the following items: -���������� Sanitary piping moved up in ceiling space to make room for new ductwork -���������� Supply Exhaust and Return air ducting and VAV units -���������� Hydronic piping to VAV units, including valves, insulation, and controls -���������� Thermostats to tie VAV units and fin tube controls together -���������� Electric Steam Humidifier as noted in drawing schedule -���������� Heating water circulation pump as noted in drawing schedule -���������� Acoustical ceiling -���������� Reinstallation of lights salvaged during demolition -���������� Supply, Exhaust and Return air diffusers -���������� Reconnection of fire suppression flex drop brackets to acoustical ceiling grid Work shall include demolition, acquisition, installation, materials, tools, equipment, controls programming, and supervision required to complete the work and have a functioning system.� Period of performance is Ninety (90) calendar days from receipt of Notice to Proceed. The North American Industry Classification Code (NAICS) for this procurement is 236220 � Commercial and Institutional Building Construction with a small business size standard of $39.5 million. Magnitude of cost for this project is between $2,000,000 and $5,000,000. The Government intends to award a Firm Fixed Price Contract within 120 days from bid opening date. This acquisition is a 100% set-aside for qualified Service-Disabled Veteran Owned Small Businesses (SDVOSB). Only offers from verified SDVOSBs registered in the Vendor Information Pages (VIP) database (https://vetbiz.va.gov) at the time of proposal submission are eligible for consideration. This notice is for informational purposes only and is not a request for submission of offers. No other information regarding scope, dates, etc. is available until issuance of the solicitation via Contract Opportunities at beta.sam.gov. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the VA will provide no hard copies. The solicitation, consisting of various bid documents, specifications, forms, and drawings will be available for download from the Contract Opportunities website located at https://beta.sam.gov on or about December 5, 2022.
