- Synopsis: Painting Multiple Items Base wide (PSTE 212010) NAICS Code: 237310 � Highway, Street, and Bridge Construction PSC: Z2BD- Repair or Alteration of Airport Runways and Taxiways The South Carolina National Guard intends to issue an Invitation for Bids to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary for painting and striping various areas base-wide. The scope of this project includes but is not limited to restripe the airfield taxiways and the painting and/or repainting redlines of the parking apron, removal of identified excess paint, restripe main gate road markings, repaint two 30,000-gallon trinity style Propane Tanks, 8 swing gates, various curbs, and 384 Bollards around miscellaneous buildings across base. All work will be performed in accordance with the project statement of work and will be completed at McEntire Joint National Guard Base (ANG) near Eastover in Richland County, South Carolina.� The base bid contract line item (CLIN) and two optional contract line items (CLIN�s) are anticipated to be as follows: CLIN 0001: Base Bid: Contractor shall furnish all necessary equipment, labor, materials, tools, and transportation needed to restripe the airfield taxiways and to clean, prepare, and repaint the redline on the parking apron to include additional redline markings (entry control points and restricted area markings), and necessary paint removal. CLIN 0002: Optional Item #1 Front Gate Roadway Markings and Various Curbs Contractor shall furnish all necessary equipment, labor, materials, tools, and transportation required to remove and repaint roadway markings at installation main gate to meet current DOT standards. Additionally, curbs located at various locations need to be cleaned, prepared, and repainted. CLIN 0003: Optional Item# 2 Propane Tanks, Swing Gates, and Bollards Contractor shall furnish all necessary equipment, labor, materials, tools, and transportation required to clean and repaint two 30,000-gallon trinity style Propane Tanks white and install required signs and decals.� Additionally, there are eight (28 ft long) swing gates at various locations across the installation that need cleaned, prepared, and repainted; and 384 concrete bollards (averaging 4 feet tall and between 20 � 30 inches wide that need to be cleaned, prepared, and repainted. The contract duration will be 60 calendar days after notice to proceed to accomplish the scope of work in the base bid CLIN 0001 and an additional 30 calendar days if optional CLIN�s 0002 & 0003 are executed. This project is set aside 100% for (Small Businesses). The North American Industry Classification System (NAICS) Code is 237310, with a small business size standard of $45,000,000. The magnitude of the project is between $250,000.00 and $500,000.00. The tentative date for issuing the solicitation is on-or-about April 21, 2023. The tentative date for the pre-bid conference is on-or-about April 28, 2023, (10:00AM) local time, location to be provided in the solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by April 26, 2023, via email to kathy.s.coleman2.civ@army.mil. The bid opening date is tentatively planned for on-or-about May 22, 2023. Actual dates and times will be identified in the solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. The solicitation and associated information will be available only from the Contract Opportunities page at SAM.gov. �Interested offerors must be registered in the System for Award Management (SAM). Your attention is directed to FAR clause 52.219-14(e)(3) (DEVIATION 2021-O0008), LIMITATIONS ON SUBCONTRACTING, which states �By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor�s 85 percent subcontract amount that cannot be exceeded�. In accordance with FAR 36.211(b), the following information is provided: The National Guard has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at FAR 43.204, DFARS 243.204 and AFARS 5143.204. Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available but will be compiled and provided in future announcements.
