This solicitation is issued as a Request for quotation (RFQ) and the acquisition procedures at FAR Part 12 & Part 13 are being utilized. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02 (02/14/23). which can be found at http://www.acquisition.gov/far/index.html under the current FAR section. This is a [100] % set aside for small businesses. The applicable NAICS code is 336212 - Truck Trailer Manufacturing, which has a size standard of 1,000 employees. Requirement: The United States Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS), is seeking 3 Open Hauling Cargo Trailers that are Brand Name or Equal in Specifications, to a 60PI-12 Big Tex 6.5x12 Tandem Axle Utility Trailer with Ramp Gate 1 Brake axle. Salient Characteristics (Minimum Requirement) Body Width: 6.5� Body Length: 12 18� Bar Frame Height Powder coated frame. Channel Coupler -2? A-Frame Delivery Trailers are to be delivered in the quantities and to the locations listed below: Quantity - 1� Delivery location -�1710 Alabama Avenue (Federal Bldg. Room 207), Jasper, AL� 35501 Delivery Due Date -�NLT 60 days ARO Quantity - 1 Delivery location - 501-B 4th Street SW, Cullman, AL� 35055 Delivery Due Date -�NLT 60 days ARO Quantity - 1 Delivery location - 1177 Andrews Avenue, Suite B-2Ozark, AL� 36360 Delivery Due Date -� NLT 60 days ARO A delivery point of contact will be provided upon award. The Government intends to issue a firm fixed priced purchase order from this RFQ: This is a Request for Quote (RFQ). All quoter submissions in response to this RFQ are considered quotes and not proposals or offers, even, if labeled as such. The quoters agree to and are bound by all instructions, procedures, and rules of this RFQ. The solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2023-02. RFQ Submission Instructions: Quotes in response to the RFQ MUST be submitted to the following Contract Specialist: Eugene Jackson at eugene.jackson2@usda.gov and Contracting Officer, Shermeka Showers at Shermeka.Showers@usda.gov. �Contractors who respond to this RFQ acknowledge and agree to all the instructions and procedures described herein. Quote Due Date/Time: All quotes are due by April 24, 2023, at 10:00AM ET. Note: The Government will begin immediate review and evaluation of the submissions following the RFQ closing date and time. Therefore, submissions or information requests about this RFQ received after the closing date and time, are considered late, and will not be accepted. Questions: All questions regarding this requirement shall be submitted via email no later than 10:00AM Eastern Standard Time on April 18, 2023, to both Contract Specialist Eugene Jackson at eugene.jackson2@usda.gov and Contracting Officer, Shermeka Showers at Shermeka.Showers@usda.gov. Quoters should ONLY submit information explicitly requested in this RFQ. NOTE: Quotes will first be reviewed to ascertain whether they have been submitted in accordance with the RFQ. Quoters shall submit a Firm Fixed Price Quote for all the quantities for the brand name or equivalent equipment detailed in this RFQ.� If the quoter is quoting an equivalent piece of equipment, then the quoter shall provide documentation that demonstrates the quoted equipment is equivalent to the brand name and model specified. All products must be quoted to be considered a complete quote.� Incomplete quotes will not be considered for award.� Failure to follow the instructions may result in the quote being removed from further consideration for award. Quoters are cautioned not to include assumptions, caveats, or exceptions within any part of their submission. Inclusion of assumptions, caveats, or exceptions to the requirement of any kind may result in the quote no longer being considered.� NOTE: The Government anticipates selecting an awardee based upon initial quotes received; therefore, quoters are cautioned to submit their best price in the initial quote submission. All responsible sources may submit a response which, if timely received, will be considered by the agency. Quote Contents: All quotes shall include the following: -Breakdown of pricing for equipment -proof of equivalency to brand name product -Delivery costs -Point of contact (name, email, and telephone number) -Business size -Unique Entity ID number/or Duns Number - Copies of this solicitation and any amendments Unless the offeror clearly indicates in its offer that the product being offered is an �equal� product, the offeror shall provide the brand name product referenced in the solicitation. Basis for Award: The Government intends to award a firm-fixed price purchase order resulting from this solicitation to the responsible offeror whose quote conforming to the RFQ is determined to be the Lowest Price Technically Acceptable quote. Evaluation of Quotes: The Government shall evaluate the submitted quotes against the criteria set forth in this RFQ and then make award on a Lowest Price Technically Acceptable (LPTA) basis. Definitions: Technically acceptable for this award is defined as the following: -The vendor provided a price quote for brand name or equal equipment. -The vendor can have the equipment delivered within sixty (60) days after receipt of award. NOTE: The Contracting Officer will evaluate �equal� products based on information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. Lowest Price: lowest price is determined by comparing the quoted prices of all quotes received. The lowest priced quote that is determined to be technically acceptable will be considered the LPTA quote. The government will evaluate the lowest priced quote first. If the lowest priced quote is not technically acceptable or otherwise deficient, then the government will evaluate the next lowest priced quote. This will continue until a lowest price technically acceptable quote is determined. Once a lowest priced technically acceptable quote has been identified, no further quotes will be evaluated.�
