- Description
- This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with DF/Net Research Inc., for their DFdiscover, which is a Clinical Trial Management System for the Office of Cyber Infrastructure and Computational Biology (OCICB) of NIAID. DFdiscover is a Clinical Trial Data Management System which is currently used by the OCICB and the NIH Lab partners to support more than 130 clinical trials and studies globally for international collaborative research protocols in the following countries, Mali, Uganda, Cameroon, Thailand, Cambodia , China, India, South Africa, and in the United States. Additionally, it should be noted that currently the DFdiscover server supports a user group with about 240 active users who have been trained and work within the system. Changing to another system would not only disrupt the current existing data management system and data collected, but also require significantly more time and expenses. These time and expenses include necessary validation, changes to operational policies and procedures, and the re-training hundreds of clinicians, lab staff, and data entry staff around the world. Therefore, the DFdiscover is the only system that can meet Program's needs. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2163429) to the attention of Lu Chang at lu-chang.lu@nih.gov by 11:00 AM eastern standard time on 04/24/2023. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
