Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Request for Information (RFI) Integrated Veteran Care Integrated Scheduling THIS IS A REQUEST FOR INFORMATION (RFI) ONLY (as defined in FAR 15.201(e)), this is not a solicitation. Solicitations are not available at this time. Requests for a solicitation will not receive a response. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received, provide feedback to respondents with respect to any information submitted, or respond to any questions or comments that may be submitted in response to this RFI. This notice does not constitute a commitment by the United States Government and does not obligate the Government to award a contract or otherwise pay for the information provided in response. Responders are solely responsible for all expenses associated with responding to this RFI. The purpose of this RFI is to conduct market research to obtain information pertaining to industry capabilities and commercially available solutions for Integrated Scheduling Capability across VA direct and community care modalities. VA is seeking input on potential solutions and requesting the capabilities and experience from industry partners interested in contributing to the solution or providing these services for VA. Businesses of all sizes are encouraged to respond. The Government requests that contractors respond to the specific questions provided in this Request for Information. Responses should demonstrate capability, not just confirm the company s belief that the capability exists. The agency does not intend to award a contract as a result of this RFI, but rather gather capabilities and market information pertinent for project and acquisition planning. The responses to this RFI will be captured as market research and may contribute to the development of an acquisition strategy. Information provided may be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. All submissions become Government property and will not be returned. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. The information provided in the RFI is subject to change and is not binding on the Government. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. PURPOSE This Request for Information (RFI) is for a Market Research Only. BACKGROUND In March 2022, the Department of Veteran Affairs (VA) organized a multi-disciplinary action team of national and field representatives to produce an implementation plan that will drive VA toward one strategic vision of the scheduling process. Integrated Veteran Care identified scheduling as a strategic goal, then identified multiple Information Technology (IT) programs which resulted in the stand-up of the multi-disciplinary action team. Separately, in determining VA priorities for VA IT funding, VA identified multiple program offices sponsoring parallel and overlapping IT requests, driving the need for better synergy among technical requirements and business needs for scheduling at all levels of VA. This resulted in an integrated scheduling effort where VA is seeking to foster an environment of seamless visibility of its internal Electronic Health Records provider grid availability as well as community grid provider access for in-person care, telehealth, video care and other non-in-person modalities. EXISTING APPLICATIONS Currently, VA has two Electronic Health Records, Oracle Cerner (at a few initial sites), and Veterans health information systems and technology architecture (VistA) with Computerized Patient Record System (CPRS) as the provider interfaces. VA will continue to use both systems during the enterprise rollout to Oracle Cerner over the next several years. DESIRED END STATE Resource based integrated Scheduling capability across all VA direct and community care modalities (in-person, telehealth, virtual, video, telephone) into one scheduling view. This would consist of multisite, internal VA facilities and community providers with a full transparent view of all availability of providers scheduling grids and capabilities. Ability to change from one modality (e.g., in-person appointment) to another (e.g., video telehealth) Baseline information on the providers (baseline information in further discussion) Ability to identify available resources (e.g., room, provider availability, support staff availability), and schedule an appointment requiring those resources, across two facilities (e.g., telehealth appointment where provider is at one VA facility while the Veteran and a support staff member is at another facility), including when those locations use different health records. Ability to interface with existing systems including VistA/CPRS, Oracle Cerner, VA.GOV, along with others. Ability for system to understand/remember what resources are needed for a successful visit so scheduler does not have to track what s needed or enter them each time an appointment is scheduled. Provides real-time changes in appointments scheduled, availability changes are reflected in down-stream apps, and provides appointment completion notification to provider, or no-show notifications. Provides automation for certain consults to schedule based on preset criteria. Historical view of scheduling across all platforms. Self-scheduling interface for Veteran use for both VA internal and community providers. Provides notifications to patients of new availability of earlier appointments for those patients who need it and cancellations to preclude the Veterans potential lost travel time. Interface with Third Party Administrators to automatically include new providers in community. Notification of event-based triggers for scheduling (e.g. clinic closure due to weather event, changes in health policy such as lowered ages for screenings, etc.). CHALLENGES Scheduling staff continue to operate with complex scheduling processes and tools, increasing the time it takes to address Veterans needs. VA requires a roadmap for modernizing scheduling functionalities and enhancing provider-based views within the VA and in external communities. Facilities create their own processes, solutions and practices to address their needs, resulting in less enterprise-wide standardization and more variation in Veteran experiences. Multiple program offices sponsor parallel and overlapping IT requests with a lack of synergy across requirements. VA lacks a coordinated enterprise-wide plan for long-term scheduling improvements. Response Format/Page Limitations: The overall total page limit for responses to this RFI is fifteen (15) pages. Responses should be submitted in Microsoft Word format with Times New Roman font, 12 pt. or greater font size. Interested parties should limit marketing material in order to allow sufficient space for adequately, directly, and substantively responding with the information of most interest to the Government. In all correspondence relevant to this RFI please identify it as a response to the Integrated Veteran Care Integrated Scheduling RFI 36C10X22Q0238. Respondents are requested to limit responses to the information, and in the format provided below. A - GENERAL INFORMATION Organization Name and the year in which the company was established/ founded (please list any previous names used). Company ownership (public, private, joint venture). B APPROACH, CAPABILITY, AND EXPERIENCE INFORMATION Based on the information provided, what type of approach would you recommend? Do you feel you can address all the identified challenges or just a specific portion of them? What type of solutions could you offer to these challenges? Can your team implement the solution (test on it, conduct training, be available for lifecycle management of it)? Describe your experience as a contractor (specify prime or sub,) and current capability to execute software/system solutions efforts in large, complex regional (preferably national) health care networks. How have you integrated with or transitioned from legacy solutions? What were the timelines? What were the outcomes?  Include any related large healthcare system experience. Additionally, what processes did you use to implement at the local, regional, and national levels? What are the most important lessons learned from similar efforts? Provide examples of your company s experience supporting major Governmental Healthcare initiative program management offices and senior leadership Integrated Product Teams.
