- This is a Sources Sought Notice announcement; market survey for information only, to be used for planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Women-Owned Small Business, and Service-Disabled Veteran-Owned Small Business (SDVOSB), as well as the interest, capabilities and qualifications of various members of the Large Business community, to compete and perform the services listed below. The type of solicitation to be issueed will depend upon the responses to this sources-sought synopsis. A determination by the Government not to compete this requirement is solely within the discretion of the Government. The Federal Highway Administration (FHWA) intends to negotiate and award an Indefinite Delivery/Indefinite Quantity (IDIQ) contract on a noncompetitive basis under the authority of FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements with American Association of State Highway and Transportation Officials (AASHTO). However, this is subject to change and this synopsis in no way binds the Government to solicit or award a contract. REQUIREMENT The Contractor shall provide technical assistance for the use of technology and knowledge transfer to influence the development of policies and procedures within State DOTs to provide improved benefits to the traveling public by optimizing the operations of state transportation systems. Tasks may include: Standing Committee and Subcommittee Support The Contractor shall support Standing Committees and Subcommittees to aid FHWA in achieving its goals related to transportation operations. This task may include, but is not limited to, the following: Developing strategic plans and direction to Standing Committees and Subcommittees; Assisting in planning, conducting, and documenting Standing Committees and Subcommittees meetings; Supporting the development and use of strategies to execute the plans and directions of the Standing Committees and Subcommittees; Developing and maintaining technical guidance documents; Providing support to United States Department of Transportation (USDOT) in stakeholder involvement activities, meeting support, needs definition, policy research, implementation guidance, outreach and technology transfer activities related to these research programs; Distributing training materials to committee membership; and Supporting the use of Intelligent Transportation Systems (ITS) technologies and strategies to improve transportation operations; to improve the multi-modal movement of goods and of freight carriers. Freight Management and Operations Support The Contractor shall support, facilitate, coordinate, collaborate, conduct or manage research, outreach or communications related to research, analysis, surveys, data development or improvements, workshops/meetings/conferences/roundtables, and training for programs including, but is not limited to, the following: The National Coalition on Truck Parking; Jason�s Law (MAP-21 Section 1401) and related truck parking activities; Truck Size and Weight research, operations, safety and regulatory issues; State freight planning; critical urban and rural freight corridor designations; and other highway and multimodal freight network development, designation, re-designation and certification activities; Performance measures; FAF, VIUS, supply chain, fluidity, and other modeling; US/Mexico border projects and planning; other international research, planning and technical exchange; and Other freight programs supporting elements of MAP-21 and the FAST Act. ITS Research Activities The Contractor shall support ITS Research Activities to aid FHWA in achieving its goals related to transportation operations.� This task may include, but is not limited to, the following: Providing input on stakeholder needs and facilitate stakeholder reviews of program documents and activities; Supporting appropriate outreach activities and exchange among public sector members to promote implementation of research results; Supporting research activities related to implementation strategies and guidance and applications development.� Provide support in other ITS research areas, including safety, mobility and environmental program areas; and Providing support to USDOT in stakeholder involvement activities, meeting support, needs definition, policy research, implementation guidance, outreach and technology transfer activities related to these research programs. Connected and Automated Vehicles Support The Contractor shall support Connected and Automated Vehicles research activities including Connected and Automated Vehicles (CAV), CAV Executive Leadership Team, and Vehicle to Infrastructure (V2I) Deployment Coalition. This task will include, but is not limited to, the following: Facilitating, coordinating, collaborating, conducting, or managing research; Providing outreach or communications related to research, analysis, surveys, data development; and Planning, organizing, hosting, and improving workshops/meetings/conferences/roundtables, and training. Responses to this Sources Sought Notice should demonstrate the firm�s ability, capability, and responsibility to provide and deliver the requirement listed above. In response to this notice, interested parties shall submit a written Statement of Capability that shall include the following information: Offeror�s name, UEI, address, point of contact, phone number, and e-mail address. Offeror�s interest in providing a proposal/quote on the solicitation if one is issued. Offeror�s capability to provide the services being requested, including experience. Offeror�s type of small business and Business Size (Whether 8(a), HUB Zone, Women-Owned Small Business, Service Disabled Veteran Owned Small Business, etc.), or Large Business Status, should be documented in the Statement of Capability. This sources-sought notice is for information and planning purposes only and is not to be construed as a commitment by the Government. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement, or any follow-up information requests. Respondents will not be notified of the results of the Government�s capability assessment. Not responding to this Sources Sought Notice does not preclude participation in any future solicitation, should one be issued.
